It was in the middle of December last year that the Supreme Administrative Court ruled that Vellinge was allowed to introduce a begging ban in his local statute. Since then, there have been prohibitions on so-called passive money collection in five places in the municipality, ie begging.

- This is an issue that has been debated for many years in Sweden and now there is a precedent that means that municipalities can impose begging bans, so I am proud that we drove it all the way, says Carina Wutzler (M), municipal council in Vellinge.

Staffanstorp and Bromölla have copied the Velling model. A couple of other Scanian municipalities have or have had the issue of a begging ban on their agenda.

Profit for the Moderates

For the Moderates in Vellinge, the begging ban was a trump card in the 2018 election campaign.

- The question was not decided before the election, but I met many voters who thought it was good that we ran the issue, says Carina Wutzler.

The Moderates have their own majority in Vellinge. They received just over 50 percent of the vote in the municipal elections last year

The Vellinge brand

Carina Wutzler believes that the begging ban has strengthened Vellinge's brand. The municipality has previously been known to refuse refugees since the mid-1980s until a few years ago.

- We were the first with a begging ban and have shown that we dare to push difficult questions, says Carina Wutzler.

When asked if there was any criticism of Vellinge, who has had only a handful of famous beggars, pushed the question so hard she answers:

"It is clear that this issue is sensitive and that some have questioned why we are pursuing this issue and not others that they think are more important, but there are, as I said, shared opinions about it in the municipality," says Carina Wutzler.
