Trump wanted a judicial inquiry capable of crippling his democratic rival, in exchange for US military aid to Ukraine. It would therefore be a crime of corruption. Jim Hemes, a democratic member, spoke of "extortion".

Republican response
Trump admitted that he spoke on the phone with Zelensky - the two will be seen on the sidelines of the UN General Assembly in New York - but rejected any accusation of interference, talking about the "usual witch hunt". Also the Ukrainian Foreign Minister, Vadym Prystaiko, denied any kind of pressure on President Zelensky by Trump: "This is an attempt to involve Ukraine in the confrontation between Democrats and Republicans that is taking place in the United States" .

According to Trump, the whistleblower's complaint about alleged "promises" is simply "ridiculous". US Secretary of State Mike Pompeo said that if Biden "behaved inappropriately with the Ukrainian leadership protecting his son, it would be necessary to investigate further". Thursday the intelligence chief, Joseph Maguire, will have to testify before Congress.
