September 23, 2019The new Minister for Regional Affairs and Autonomies, Francesco Boccia, met with the governor of the Veneto region, Luca Zaia. The main theme of the dialogue was autonomy, currently required by three regions: Lombardy, Emilia-Romagna and precisely Veneto.

The minister, a member of the Democratic Party, visited Zaia in Venice. They talked about article 116, paragraph 3: autonomies. "The meeting was positive," explains the governor of the Veneto region, whose aim is "to bring home autonomy" without renouncing any of the 23 required subjects.

Zaia delivered a draft where the novelty is the first article (of the 68 contained in the dossier) that talks about cohesion, solidarity, subsidiarity and national unity: "Given this we can speak of autonomy".

"I don't want to waste time. I think that differentiated autonomy is a cornerstone of our government's program - Giallorossi -. We want to do it, and do it well, but in a coherent way and must become a struggle against inequality, between North and South, between North and North, between South and South ". These are the words of Boccia, in the sign of the discontinuity of the Democratic Party, critical of the autonomy supported by the previous government.

The window, however, was opened some time ago by the President of the Emilia Romagna Region Stefano Bonaccini, who will seek reconfirmation in the regional elections of 26 January 2020. Bonaccini was also praised by Boccia: "To him goes all our esteem for the balance with which he addressed the issue of autonomy ". The two will meet on Thursday 26 September.

The idea of ​​Boccia is yes to make the autonomies, but with "a model that overturns the mechanism that has been followed so far" by the already special regions Sicily, Sardinia, Valle d'Aosta, Friuli-Venezia Giulia and the autonomous provinces Trento and Bolzano. Boccia wants to build "a mechanism that immediately becomes a struggle without quarter to inequality".

Tomorrow Boccia will also meet the governor of Lombardy Attilio Fontana in Milan. The region calls for autonomy and in October 2017 (as well as in Veneto) a consultative referendum was made with a clear victory in favor of the yes. Fontana said he was "willing to discuss" but said that the reform on autonomy "should not be done for the sake of saying that we did it, because this is not needed. It takes common sense, a reform with a meaning".

And the other regions? "Within 30-45 days at the most - explains Boccia - I will complete the tour of all the Italian regions. I cannot ask for it - autonomy - to everyone but I recommend it".
