Rohani's speech comes after the announcement that the US will send soldiers and military equipment to Saudi Arabia following last weekend's attack on Saudi oil facilities, when half the country's oil production was initially knocked out. The attacks have further diluted tensions between countries as the US blames Iran, which refuses to interfere.

Iran will now present a regional cooperation plan for peace to the UN, but will not allow anyone to violate its borders, the president said.

- In this sensitive and important historical moment, we announce to our neighbors that we are reaching out to them in friendship and brotherhood, he says.

"Coat of Arms race"

Rohani urges other countries in the region to "stay away".

"If they are sincere, they should not make our region the site of an arms race," he says.

- Your presence has always led to pain and misery for the region. The longer you stay away from our region and our countries, the safer it will be for our region, Rohani says.

Saudi Arabia wants to see a peaceful solution to the conflict, but if an investigation shows that last week's attack came from Iranian territory, the country will see it as an act of war, said the country's foreign minister, Adel al-Jubeir.

"We hold Iran responsible for the robots and drones fired against Saudi Arabia were manufactured in Iran and delivered by Iran," he told CNN.

- But making an attack from their territory, if it turns out to be the case, puts us in another seat. It would be considered an act of war.

"Nobody wants war"

Adel al-Jubeir has previously stated that Saudi Arabia is awaiting results from an investigation into the attacks on September 14, where international investigators have been invited to participate.

The attack was the largest so far against the country's oil industry and knocked out half the oil production.

"If they continue on this path, they risk military action being possible," Jubeir says of Iran.

- But nobody wants war. Everyone wants to resolve this peacefully and the result must be an end to Iran's aggressive policies.
