A former South Sudanese minister plans to sell a deal between the Khartoum and Juba governments that would turn the disputed Abyei into an integration zone between the two countries, a proposal that has been approved by the Arab Misseriya tribe.

The former minister of Warrap state, Ninokoik Kuala Murinq, who comes from the house of Sultan Dinka Ngok, arrived in Khartoum to present the proposal to the Sudanese government and Misseriya tribes.

Sudan and South Sudan are fighting over the oil-rich Abyei region, which is inhabited by the Ngok Dinka tribe in southern Sudan.

Accept the proposal
Ninaqwik told Al Jazeera Net that the Ngok Dinka community and the local administration of the tribe would accept the proposal, noting her sense of acceptance from most of her tribe's elders and politician Luka Biong, especially since the proposal could be developed.

She confirmed that she would submit the proposal to the governments of Khartoum and Juba, as well as put it at the grassroots level to inform the tribes of Misseriya and Ajinka Dinka Ngok details of the "deal."

The head of the Misseriya tribes, Mukhtar Babu Nimr, in an interview with Al Jazeera Net - expressed his initial acceptance of the deal and demanded Ninoquick Koala to complete its endeavors.

Nimir said the Misseriya had previously proposed a similar deal but were rejected by the government of South Sudan and the Ngok Dinka. "Now if they have endeavors in this direction, we are supporters and we have no objection."

Abyei has witnessed several tensions between the Misseriya, Dinka Ngok, Sudan Army and South Sudan tribesmen, with dozens killed, most notably the assassination of Kuala Adol Sultan of Dinka in May 2013.

The UN Security Council established peacekeeping forces in Abyei, "Unesfa", in accordance with a UN resolution in June 2011, and since 2013 has deployed more than 5,000 soldiers, mostly Ethiopians.

Transaction proposals
According to the version of the deal received by Al Jazeera Net, the proposals to reach a final peaceful solution on the issue of Abyei include recognition of the outcome of a unilateral referendum held by the Juba government in the region in 2013.

These include the establishment of separate administrative units for the Ngok Dinka in Abyei and Misseriya Ajayra in Volgograd in West Kordofan State, as stated in UN Security Council Resolution 2445 of November 15, 2018.

According to the proposals, the Government of Southern Sudan grants dual citizenship to Abyei citizens wishing to retain Sudanese nationality, as well as to the Misseriya Ajira who wish to obtain it.
