The National Anti-Terrorism Committee (NAC) announced the operation in Kabardino-Balkaria, as a result of which two militants were eliminated.

On the eve of the security forces it became known that in one of the private houses on the outskirts of Chegem militants and their accomplices who were planning to carry out a terrorist attack in the region could be hiding. A counter-terrorist operation regime was introduced. From 5:00 in the morning, work was carried out in the area between Kyarov Street, 2nd Industrial Passage, the Chegem riverbed and the eastern outskirts of the city.

The house was discovered and cordoned off by officers of the Federal Security Service of Russia in the Kabardino-Balkarian Republic and the regional Ministry of Internal Affairs. Attackers were asked to surrender, but in response they opened fire. During the shootout, both bandits were destroyed. None of the security forces or civilians were injured during the operation.

“The personalities of the militants are pre-installed. According to reports, they intended to commit terrorist crimes on the territory of the republic, ”the NAC information center reported.

The house was searched. Law enforcement officers discovered a makeshift explosive device, machine guns and ammunition.

At the end of the operation, the CTO regime within the administrative boundaries of the city of Chegem was lifted.

After the completion of the counter-terrorist operation, the Investigative Committee of the Russian Federation announced the initiation of a criminal case under several articles.

“A criminal case has been opened on the grounds of crimes under Part 2 of Art. 222 of the Criminal Code (“Unlawful acquisition, storage and carrying of weapons committed by a group of persons”), part 2 of article 222.1 of the Criminal Code of the Russian Federation (“Illegal acquisition, transfer, sale, storage, transportation or carrying of explosives or explosive devices committed by a group of persons by prior conspiracy”), as well as Article 317 of the Criminal Code of the Russian Federation (“Infringement on the life of law enforcement officers”) ” , - the statement says the RF IC.

According to the investigation, the neutralized attackers were members of a religious extremist group and intended to commit a crime in the territory of Kabardino-Balkaria.

“According to preliminary data, one of the suspects is a resident of a neighboring republic born in 1999, the other a local resident born in 1995. The criminal investigation is ongoing, ”the official website of the department notes.

Detention in Dagestan

Another terrorist was detained in Dagestan. According to the NAC, he planned a terrorist attack against employees of law enforcement agencies and authorities of the republic.

“Today, during the operational-search measures by the FSB of Russia on the territory of the forest massif of the Tarumovsky district of the Republic of Dagestan, a Russian citizen born in 2000 was detained while trying to remove an improvised explosive device of high power from the cache,” the agency’s information center said.

Earlier, the head of the Main Directorate of the Ministry of Internal Affairs for Combating Extremism, Major General of Police Oleg Ilinykh said that in 2019, the conspiracy cells of the Islamic State were identified in 17 regions of Russia, including Kabardino-Balkaria and Dagestan. The FSB and the Ministry of Internal Affairs of Russia jointly managed to suppress the actions of terrorists in the Krasnodar, Stavropol and Krasnoyarsk Territories, Moscow, Astrakhan, Vladimir, Moscow, Rostov, Samara, Saratov, Tyumen Regions, the republics of Dagestan, Adygea, Kabardino-Balkaria, Chechnya, Khanty-Mansiysk and the Yamalo-Nenets Autonomous Districts.

According to the Ministry of Internal Affairs, during the first half of the year 972 crimes of a terrorist nature were recorded. In 2018, their total number was 1679, which is almost 10% lower than the previous year, Ilyinykh notes.

In late July, First Deputy Prosecutor General Alexander Buksman said that "the practice of preventing terrorist attacks is stable - almost 20 cases since the beginning of the year."

Oleg Ilyinykh also said that terrorist crimes are “one of the main threats to the national security of any state,” but law enforcement agencies have the necessary resources to successfully counter them. In addition, work is underway to prevent the spread of destructive ideologies among young people.
