According to the agency, before the publication of the Permanent Record memoir, Snowden did not submit it to the special services for approval.
"Edward Snowden violated the obligations to the United States that he assumed when he signed the agreements as part of his work at the CIA and as an employee of the NSA," the Justice Department said.
Earlier, Snowden said that he could return to the United States only with the guarantee of an objective review of his case in court.
