Suspected of false denunciation: a participant in a direct line with Putin spoke about the verification carried out against her

Ksenia Bessonova, a resident of Krasnoyarsk, was suspected of “false denunciation” after she asked President Vladimir Putin a question during a direct line in June 2019. This was reported on her page on the social network, and then confirmed to RT and in a personal conversation Bessonova herself. Her appeal concerned the infrastructure of the Solar Microdistrict of Krasnoyarsk - Bessonova talked about the lack of kindergartens and schools, as well as the lack of park areas. The woman found out about the results of the audit of the UK that followed her appeal on September 13.

“The Investigative Committee at the regional level considered that there were no violations, and refused to institute criminal proceedings. But I also found out that it was refused to institute criminal proceedings against me under Art. 306 of the Criminal Code of the Russian Federation "false denunciation." That is, it turned out that they also checked me. At first I didn’t even understand how this happened, ”Ksenia told RT.

She emphasized that she was going to appeal the results of the investigation of the Investigative Committee against the city administration and developers in the Solnechny microdistrict.

“I do not have the right to disclose what exactly is written in the notice of the results of the audit, but, in my opinion, the investigation did not delve into the essence of the problem,” the woman explained.

Attempt to play it safe

The news that a check was carried out against Ksenia Bessonova about a “false denunciation” after her complaint to the president during the “Direct Line”, caused a stir in the media and social networks. Lawyers note that the practice of such "counter-checks" exists, but is used depending on the situation at the discretion of the investigating authorities.

In a conversation with RT, well-known Russian lawyer Vladimir Zherebyonkov expressed the opinion that in the case of Ksenia Bessonova, conducting such a check is not an entirely justified procedure. According to the lawyer, this measure looks like the desire of the Investigative Committee to “play it safe”.

“The appeal was made (Ksenia. - RT ) publicly, openly, there is no evil intention. In this particular situation, the fact that they also checked against this woman is wrong, abnormal. This is not stated in the CPC and in this case there was no reason to conduct this check, since there should be obvious signs of a false denunciation, but in this case there are none. She applied in a civil, not criminal, manner. And a false denunciation is a sign of a criminal offense, ”the lawyer explained.

In turn, lawyer Marat Amanliev told RT that sometimes such checks for “false denunciation” are still carried out by the investigation - for example, in cases where the data provided in the application are not confirmed.

“In accordance with article 144-145 of the Code of Criminal Procedure, it is not implied that upon receipt of an appeal or complaint against the applicant, a check is automatically carried out. But sometimes it happens due to personal accounts - for example, when one person wrote a statement to another, and he writes a statement as if in retaliation, ”the lawyer explains. - When the investigation does this on its own initiative, it is already a personal choice of the investigation. There are those who conduct a simultaneous check against the applicant, there are those who do not. ”

Marat Amanliev believes that the verification of the “false denunciation” against Bessonova is rather a “standard procedure”. At the same time, the expert made a reservation that a counter-application could be filed against a woman by officials for whom she requested an audit: “Then, of course, these are personal accounts.”

Sunny after the Straight Line

During the “Direct Line” on June 20, 2019, Ksenia Bessonova complained to the president about the lack of development of social infrastructure in the Sunny District of Krasnoyarsk, where, according to her, the land plots on which it was planned to place kindergartens or equip green areas were given for housing development.

Vladimir Putin instructed the governor of the region, Alexander Uss, to take control of the situation. During the “Direct Line”, the head of the region himself also joined the discussion, assuring that there was a school and a kindergarten in the area, at the opening of which he attended personally, and also promised that a park would appear in Solnechny.

Almost three months after the Direct Line with President Ksenia Bessonova, she noted that the situation with the infrastructure in the microdistrict “remains difficult”.

“The governor indicated one place for the park, and the mayor’s office offers a smaller area, which is worse both in configuration and land topography. There simply can not be made such a park, which the governor promised. We stand our ground because the governor is still on our side, he gave an order to the city administration to solve this issue in the coming days, ”said Ksenia.

She added that in Solnechny there are still not enough schools and kindergartens, since the population growth rate in the region is much higher than the rate of development of social infrastructure.

“We were promised that next year money will be pledged to design a new school. Another school has already been completed; it has 1280 seats and is almost 100% full. But neighboring schools are still crowded two to three times. True, they began to build a kindergarten, but only because the developer himself began to build a kindergarten with his own money, ”the woman said.
