This is the Festival of Humanity this weekend, in the departmental park of La Courneuve, north of Paris, as every mid-September. On the program, traditional concerts of course, but also debates, including Saturday, on the pension reform announced by the government between the boss of the CGT, Philippe Martinez, and the High Commissioner for pensions, Jean-Paul Delevoye . Pension reform occupies social and political ground.

Jean-Paul Delevoye, High Commissioner for pensions recently joined the government, took this Saturday to a difficult exercise on the Feast of Humanity: come and defend the pension reform in front of a somewhat hostile public that the moderators of the debate have had to call to order several times.

The High Commissioner for Pensions recalled the philosophy of reform proposed by the government. " Our fellow citizens consider the current system unfair and illegible, we are working to improve it and implement a universal retirement system in which retirement will reflect work, and in which identical career - identical contribution would lead to a retirement identical . "

A new point system would be introduced. A point whose value will be defined in consultation with the social partners, assures Jean-Paul Delevoye. But Philippe Martinez does not believe it. " It will not hold, says the leader of the CGT, because on injunction of financial markets, austerity policies, the value of the point will decline. This is a lie ! "

Several mobilizations announced

At the end of the debate, the boss of the CGT recalls the appointment of September 24th: the union calls to protest against the proposed reform. The FO union has called for demonstrations on 21 September.

Many people are worried about the prospect of higher contributions induced by the philosophy of the new regime, which declares itself "universal": calling into question the special regimes that exist in many professions could lead to significant reductions in income. According to the FO union, calling into question the special scheme at RATP "would result in a 30% decrease" in pensions.

A calendar already set

The consultation with the trade union and employers' centers, started almost two years ago, will resume until the end of the year to finally find an agreement on the age of departure or the duration of contribution. Jean-Paul Delevoye continues meetings until the end of the month and "citizen consultations" are also announced via public meetings and a digital platform . President Macron will kick off in late September.

The bill that will emerge from these consultations will be "known before the municipal elections" in March, according to Mr. Delevoye. The vote of the text should intervene him before the summer of 2020 promised the prime minister Edouard Philippe.
