12 September 2019The Italian school has fewer and fewer teachers. For the 2019-2020 school year, already started in some regions and ready to start in others, there are over 120 thousand uncovered chairs.

This takes place in a country that since 2015 has hired around 180,000 teachers indefinitely with the promise to defeat the "substitute". But this "disease" reappears at the end of the summer, with the beginning of the school year near.

Need for teachers in middle and high schools
Thanks to the strengthened turn-over due to 100, which produced the release of 33 thousand teachers from the schools, at the end of the provisional assignments (transfers to stay close to home), there will be at least 122 thousand substitutes for the whole school year, on average one for every seven chairs. To say it is the Federation of knowledge workers of the CGIL. But some trade union estimates reach 170-200 thousand.

Out of 53,627 chairs that the MEF - Ministry of the Economy and Finance - authorized to cover for an indefinite period, in fact, last August 27, about 30% of appointments were successful. In the end, it is assumed that around 25,000 places remain empty due to the absence of candidates. This problem mainly concerns middle and high schools in the Center-North. The "supplementary" concerning subjects such as mathematics, computer science, languages and support.

The solution of making available
The novelty of this year is the race by many graduates or unemployed, not enabled. Aspiring teachers therefore come down to the field. The procedure is this: if a principal no longer has alternates to call to cover a vacant chair, first look for the teachers available from the rankings to exhaustion and from those of merit of the last competitions and then, when there are no more names available, one passes to institute rankings. In the event that they should also be empty, call them up for nomination (Mad).

Last year there were over 11 thousand time contracts given to aspiring teachers present in the last step of the ranking. The Ministry of Education, University and Research has circulated a document inviting principals to publish the provisions to make the assignment path of the place more transparent.

A political issue
For several days Lorenzo Fioramonti of the 5 Star Movement has been promoted from deputy minister to Minister of Education, replacing Marco Bussetti. In Campania the school year began on Wednesday 11 September and the President of the Region, Vincenzo De Luca, said: "For decades we have not started a school year without dealing with ordeal of substitutes and teachers and in the organization".

Fioramonti, a few days in an interview with Corriere della Sera, said: "We need investments immediately. There is no time to lose, to change we need funds. We cannot continue to have 45-year-old precarious researchers, or professors not of role that change every two months. I want to stabilize the teachers who deserve it as soon as possible. "

Meanwhile, the new Chief of Staff of the Minister of Education is Luigi Fiorentino. Their hard and arduous task will be to increase funding, "because we are one of the European countries that spends less on school," explained Fioramonti. But above all it will have to resolve the question of teachers quickly. Monday 16 September, the day on which Fioramenti and the President of the Republic Sergio Mattarella will be in L'Aquila to attend the national ceremony for the inauguration of the new school year, will open the institutes of many Italian regions (the last will be Puglia on 18) and for the pupils finding themselves without a professor would be a big national problem.
