The Director General of the Department, Dr. Loay Mohammed Belhoul, said that the Department of Legal Affairs of the Government of Dubai is the central legal authority competent to receive complaints and grievances, submitted by any individual or institution, against a government entity of the Government of Dubai, and to receive requests to resolve disputes that may arise between government entities In the emirate, he added that the Department exercises this jurisdiction in accordance with the procedures stipulated in the law establishing it and the law of government suits and amendments.

He explained that «the Department examines all the complaints received from the legal point of view, in light of the legal grounds and defenses raised by the parties to the conflict, and then develop a concept of legal solutions appropriate to the parties, to ensure a friendly settlement of the dispute, and the complainant party the option of resorting to the competent judicial authorities in the event Not accepting legal solutions offered ».

Belhoul stressed that «the Department achieved a satisfactory rate of amicable settlement of complaints against government agencies, amounted to 39% of the total complaints filed in the first half of this year, given the disparity in the legal basis on which the parties in their disputes, as many of them difficult to reach To a perfect match, which makes it necessary for the complainant to resort to the competent judicial authorities ».

As for the legal disputes that may arise between government entities in the Dubai government, he said that «the Department seeks to settle within the procedures in force in the Dubai government, without the need to refer them to the judicial authorities».
