The investigating judge: mafia clan that has degraded the territory
"A mafia-type criminal association, such as that of the Spada, which caused profound degradation in the territory, allowing the spread of very serious crimes damaging primary goods". This is what is claimed by the investigating judge Simonetta D'Alessandro in the order with which he signed 32 precautionary orders against as many belonging to the clan that operates in the Ostia area. According to the investigators, the Spada have set up "a partnership that has based its power on a family-based organization and on the division of competences, allowing the group of subjects called to respond even to satellite crimes only to gravitate to a area of impunity, arising from the evocative and threatening force of the Spada name ".

"The investigative activity traces the last decade of investigations carried out in the territory of Ostia - writes the judge - and highlights the now profound penetration of organized crime in the economic activities of the coast". For the investigating magistrate, there has been "ongoing, for years now, a continuous repositioning of the zones of influence, as can be seen from the uninterrupted series of attacks and intimidating acts that have affected the coast". Among these "stands out the cardinalization of Massimo Cardoni, which took place in Ostia, but above all the double homicide to the detriment of Giovanni Galleoni undisputed head of the Baficchio clan, and of Francesco Antonini, committed in 2011 in Ostia, by the Spada clan".

For the investigating judge, these events marked the progressive erosion of the Baficchio's criminal power (a criminal family organization also based on the Galleoni-Cardoni families), and the definitive rise of the Spada clan ".

The investigating judge: prison to stop criminal escalation
The precautionary measure to be applied can only be identified "in custody in prison, unique and suitable to guarantee the immediate interruption of the criminal escalation in progress". Thus the investigating judge Simonetta D'Alessandro in the order with which he ordered the prison for 32 people, all belonging to the Spada clan. For the magistrate, detention in prison appears "proportionate to the gravity of the facts, to the penalties that can actually be imposed, certainly exceeding three years of imprisonment".
