The government announced Sunday the launch of a new device, from 1 January, to strengthen the energy renovation of buildings.

The government announced Sunday the launch of a support service for energy renovation (SARE) buildings, responsible for a quarter of CO2 emissions in France, as well as a funding of 200 million euros of this work on five years.

This new device against "energy sieves" will complete from 1 January next the range of existing aid, such as those of the National Housing Agency, the tax credit for energy transition, loans rate zero, energy saving certificates (EEC) or reduced rate VAT. EWCs are a device that imposes energy savings on energy sellers, who must pay penalties for non-compliance.

Local authorities among the financiers

The projects financed will be supported at least half by the local authorities, the rest being "brought under this program by energy saving certificates (CEE) up to 200 million euros", according to a communiqué from the departments of Ecological Transition and City and Housing.

These 200 million euros correspond to 40 terawatts / hour cumulative discounted (Thwc) energy savings over the life of buildings, thanks to the work done. Thus this subsidization "will follow a logic of remuneration to the performance", specifies the release.

4 million households live in poorly isolated homes

The program also aims to advise and support individuals and "support the deployment of a consulting service to small private tertiary premises" (shops, offices, restaurants ...), details the government.

The energy renovation of buildings "is a central issue, because the poorly insulated buildings concern 4 million modest households," says the Minister of Ecological Transition Elisabeth Borne in the Journal du Dimanche. "It is also a climate issue, because the building sector concentrates 25% of our CO2 emissions," continues Elisabeth Borne.
