• Politics: Valencian is required to bury English

The PSPV-PSOE of Vicent Grimalt in Denia (Alicante) will take next Thursday for approval in full the linguistic requirement (the obligation to know Valencian in different grades) for anyone who wants to work in the City Council of the town of Alicante. This was communicated last Friday to the unions at the negotiating table (only realized, without negotiating the implementation ) and yesterday passed by municipal information commission. The socialists rule Denia alone and with an absolute majority since last May in which they won the elections and only offered their former partners, the Nationalists of Compromís, the areas of "plagues" or "cemetery", which rejected them.

From the SEP (Union of Public Employees of the Valencian Community) one of those who has opposed the measure along with the SPPLB - unlike the FESEP, CC OO and UGT -, the measure is not the way to protect the Valencian and much less to the workers of the municipality : «The municipal government does not comply with current legislation and yet wants to apply laws that are not approved ». And it is that union sources indicate that what has been done is a timely modification of the Relationship of Jobs (RPT) with certain requirements of linguistic knowledge of the Valencian for each of the jobs of around 500 employees of the City Council, but the RPT as a whole is not modified although it dates from 15 years ago and the collective agreement is 24 years ago , since it is in force since 1996.

The linguistic requirement for the workers of the Valencian administrations (regional, provincial and local) was one of the greatest political conflicts during the past term in the area of ​​the consellera Gabriela Bravo, who wanted to introduce it at all levels of the administration through the Law of Valencian Public Function. A law not yet approved and whose only exception is that of healthcare professionals.

The PSPV-PSOE of Ximo Puig governs in the Generalitat Valenciana in coalition with Compromís and Podemos, with whom he maintains a common position in terms of language . In fact, during the last legislature it was the nationalists who promoted educational legislation such as the Law of Multilingualism or the decree of the use of the Valencian in the Administration , with the support of the Socialists. The second, for imposing the Valencian on Castilian as a priority language among officials.

From the SEP harden their criticisms. «We are not against the Valencian; In fact, most workers comply. But what do we do with the workers who are harmed? The interim, in a City Council where the temporary employment rate is between 30 or 40% of public employees, those who do not meet the requirement will not be able to access in the future the call for a place ». In addition, they also believe that the elderly will be harmed, those between 40 and 50 who have not studied Valencian continuously in their formative stage. And although this requirement cannot be applied retroactively to those who already have their place, "it can be difficult to promote the internal promotion of officials," they add from the SEP.

Priorities

"Applying these changes is a priority because it depends on the City of Denia being a more efficient and modern administration," they continue.

The SEP is in favor of the knowledge of Valencian being a "merit" and that as such it is valued in the selective processes, and in any case, that it is a requirement in cases such as the Office of Attention to the Public , with only between 15 or 20 workers

They also warn of the problems that the municipality has when it comes to occupying certain jobs, for example nurses and doctors in the nursing home, when the time comes for substitutions. Some problems that will increase with the linguistic requirement.

"We are not here to defend political criteria, but labor criteria", summarize from the union very annoying that they were not given the opportunity to discuss the application of the linguistic requirement at the negotiating table.

Something in which the councilor of Parties and Linguistic Normalization, Óscar Mengual , and provincial deputy disagrees. Speaking to EL MUNDO, Óscar Mengual said that “he was taken to the negotiating table and the unions agreed. It has no more relevance » . Asked about the fact that a requirement is applied that is not fixed by the legislation - since the Public Function Law has not been approved -, the Socialist councilor referred to the Valencian use and teaching law of 1983 . "It doesn't matter," Mengual reiterated.

Of different opinion is the spokesman of Compromís, Rafael Carrió , former partner of the Socialists and unlike the increase in salaries this time is favorable to the implementation of the linguistic requirement «because it is a work that had been developing for a long time and has been presented together to the RPT in informative commission and with the support of all the unions, except two ».
