As noted in the letter, despite the fact that the law “On animal cruelty” adopted at the end of 2018 contains a ban on walking dangerous dogs without a leash and a muzzle, punishment for violating this rule, as well as for possible consequences after attacking a person, is dangerous dogs are still not provided.

According to Amanliev, it is necessary to supplement the Criminal Code with article 125.1 "Violation of the prohibitions imposed on walking potentially dangerous dogs."

If a dangerous dog (one of those breeds that are included in the special list), walked without a leash and a muzzle not in a fenced area, attacked a person and caused him slight harm to health, then this, according to the initiative, should be punished with a fine of up to 200 thousand rubles with a restriction of freedom up to 6 months.

For moderate damage - a fine of up to 400 thousand rubles with a restriction of freedom of up to one year or compulsory work of up to 250 hours.

If grievous bodily harm was inflicted, the owner would face imprisonment of up to three years.

For the death of a victim of a dog attack, the owner of the animal can be imprisoned for up to five years (if two or more people died, up to seven years).

“There is no need to prove that an attack by a dog as a result of a deliberate disregard for the ban on walking a potentially dangerous dog in the muzzle has a shocking effect on the victim. The mere presence of a potentially dangerous dog, for example, a pit bullmastiff, next to a person plunges him into fear, and sometimes numbness. A potentially dangerous dog is actually a kind of weapon, which its owner should handle more carefully than with a conventional gun or pistol, ”the appeal says.

Earlier, Amanliev proposed introducing administrative responsibility in Russia for walking dangerous dogs without a leash and a muzzle.
