The man, who for several years had been appointed coach and judge in the youth handball in Stockholm, was in fact a convicted sex offender.

But despite the policies and promises to request extracts from the load register on active handball players, it was not until a private individual called the man's judgment.

The alarm went to both the Stockholm Handball Association and the Swedish Handball Association.

“Returned Case”

The Swedish Handball Association then considered that the matter was not a matter for them and forwarded it to the Stockholm Handball Association.

- The official who took the call, he took the case, looked at it and saw that this is not at the central level but it is going down to the district level, so he returned the case to where it belongs, says Lena Runströmer, board member of the Swedish Handball Association.

The Stockholm Handball Association then made the decision to suspend the man from all children's and youth handball in Stockholm.

Call it a failure

But despite the man being suspended, he could apply for two large children's and youth cups in other parts of the country during winter and spring 2019. On both cups he has been allowed to be a judge in matches where girls and boys aged 10-17 have played.

Isn't it a failure that he can continue despite both you and the Stockholm Handball Federation knowing his verdict?

- We are over three million members, 20,000 associations, there are 650,000 non-profit leaders - to create routines when something new happens that you can take these extracts from the load register, it takes time, says Lena Runströmer.

So, is it a failure that he could continue this spring?

- I think it's a failure, absolutely. Personally, I think it's very sad and very boring for this girl, of course. It is a long time ago and the event was not in the handball environment, I think we can add, but it is not acceptable anywhere anyway.
