It was Folkbladet who first came out with the ruling parties in Norrköping reversing the proposal for a begging permit.

The criticism of the proposal came quickly from both sides of the opposition and also from the Social Democrats' own youth party, SSU.

The criticism has been much about the fee that the beggars have to pay and that it is the police who must intervene when necessary.

- We back from the stated support for the Eskilstuna model. We are still interested in finding another model that achieves the same thing, namely that we get to know what people are in our municipality, ”says Lars Stjernkvist, chairman of the municipal council in Norrköping to SVT Öst.

Look at other models

Now we look at what there are for other models that Norrköping can use. One model that has come up as an alternative is that EU migrants have a duty to notify the municipality. Something that already exists in some other countries.

Although the Eskilstuna model is gone as an alternative, the ruling parties agree that something needs to be done.

- What we cannot accept is we leave it as it is now. We never intend to accept that begging becomes an obvious part of our everyday lives. It is on this condition that we are now moving forward, says Lars Stjernkvist.
