'Delay' hopefully tortures people and burns misery at first, but at the end they face helplessness. One month ... one year ... ten years ... twenty years ... even though 39 years passed, the victim smiled as they faced lethargy. Time has always been stronger than the weak.

The National Assembly faces the May 18 Democratization Movement. At the National Assembly's plenary session in 119 days, 146 bills (including ratifications) were passed. Legislation with its own story and history has been dealt with, including how to increase the public value of bees and the flower industry promotion law to increase the economic value of flowers. However, one bill closely watched was not included in the Amendment to the Special Act on the Establishment of the May 18 Democratization Movement.

The 1980/18 conflict was still crooked 39 years later. While distortions pollute the truth, Congress did not listen to the call for truth. In late July 2017, a special fact-finding law was issued late, but the conservative opposition was weak. The victims swallowed tears. It was late, but it was hopeful patience to launch the commission before it was too late.

But four months later, in August, a special law amendment did not reach the plenary session on the 2nd. As such, May 18 disappeared from the National Assembly without a rumor. By May 18, many of those lawmakers, who shouted, "Though the time goes by, know the mountains," forgot the "hot oath" for four months. As new issues emerged, including fast tracks, additional plans, and Japanese export restrictions, May 18 disappeared beyond memory.

The disappearance of May 18 would have been good for the Korean Party, which had been consistently uncooperative in the first place, and the May 18 would have been overwhelming for the Democratic Party that focused on passing the draft. It should be a different view of the value of 5/18, but it was no different from the harshness that it was okay to delay the launch of the late investigation committee for several months. Of course, there are some lawmakers in the ruling party who still speak after May 18. Some lawmakers, including Woo Won-sik, Song Gap-seok, continue to refresh their surroundings, but are not enough to move the entire National Assembly.

Even lawmakers who were in favor of the special law did not seem to expect this to be delayed to this extent. We can see only Article 23, Clause 2 of special law. Under the relevant provisions, the deadline for applying for the fact-finding of victims is `` within one year from the enforcement of the law on September 4, 2018 ''. This means you can apply for it by the 14th of next month. In other words, if the fact-finding committee is launched after the 15th of next month, victims cannot apply. In a word, it is a victimless fact-finding committee, and the ruling party later issued an amendment that changed the clause to "within one year of the fact-finding commission-initiation."

Nevertheless, the National Assembly was silent, even falsified, and now wants to test the special law. The National Assembly is the biggest beneficiary of the May 18 Democratic Movement. It was thanks to the May 18 that the National Assembly, which had been helpless during the military dictatorship, has the authority and authority it now has. Some may still expect the May 18 victims to be lethargic, but they still have painful expectations. When can the National Assembly understand the victim's feelings that he cannot hold even with a hot kettle in his hand?
