“In pre-trial detention center-1 there are violations in the detention of certain categories of people - both those who had previously served their sentences and those who were first convicted, there are huge violations in the transfer to cells of people who have not served their sentences before,” RIA Novosti quoted as saying.
He said that “the facts of beatings of convicts, the facts of extortion of money and the facts of criminal irresponsibility and abuse of authority by the staff of the institution” were also confirmed.
“We need to understand how the prevention and provision of detainees was organized in St. Petersburg, why the questions and complaints of the relatives of the convicts were left without consideration, and so on,” Boyarinev added.
Earlier, the Russian Prosecutor General’s Office organized an inspection of the Kresty jail in St. Petersburg after reports of torture.
A preliminary investigation was also organized by the Investigative Committee.
