The conflict with a neighbor at the 35-year-old Ivan Mamonov from the Obolensk village near Moscow occurred on June 1, 2018. On that day, Mamonov, along with his friend Alexei Mazurov, participated in the presentation of the Cossack Museum at VDNH in Moscow. As Ivan himself said, having returned late in the evening to Obolensk, he went to the store, and his comrade remained on the street.
“When I left the store, I saw that a neighbor who drank from the 8th floor, Nikolay Chichkin, together with his friend Dmitry Golovlenkov, were pestering Alexei with questions about why the Cossacks were participating in dispersal of rallies on Pushkin Square. (On May 5, 2018, in Moscow, on an uncoordinated rally organized by Alexei Navalny, a clash with the Cossacks occurred. - RT ). I said that personally we are not involved in anything like this. But they began to get into a fight, pushing and trying to break the epaulettes. Alexey could not stand it and hit Golovlenkov in the nose. He fell, and after that everyone dispersed, ”Mamonov recalls in an interview with RT.
According to him, he called the district police officer, explained the situation and went home. However, the conflict did not end there.
Attack
“He began to send me swearing messages with threats, and then in the middle of the night he began to rush home. We were all asleep at that time, and when the rumble at the door began, ”Mamonov said.

Mamonov's wife Ekaterina claims that she asked Chichkin and his friend to calm down and leave.
“I said that there is a one-year-old child. I thought it would educate a person, but he began to break even more insistently and shout that he would kill everyone. The husband went for an injury, and at that moment they burst in, ”recalls Catherine.

According to Mamonov, he did not shoot at the brawlers, but pushed them out the door. At this moment, a neighbor came out, and intruders retreated to the landing.
“My neighbor and I decided to drive the brawlers from the floor, but they began to hold the door on the other side, preventing us from leaving. When we managed to slightly open it, I saw that Chichkin was waving at me and put forward his hand, forgetting that there was a gun in it. The blow fell in the area of the eye of Nikolai, after which he fell. I ran to the apartment and told my wife to call an ambulance and the police. When he returned to the stairs, Chichkin already got up and left with a friend on the elevator, ”says Ivan.
Mamonov’s story was confirmed by RT and his neighbors. At the same time, their reviews of Chichkin were mixed.
“He’s a good guy, but when he drinks, he starts throwing himself at everyone and behaving inappropriately,” they say.

According to the case file (available to RT), Chichkin does not deny that he drank alcohol that day. He said that the Cossacks beat him and a friend at the store, inflicted several blows on his face, and when they fell, they kicked him in the stomach. According to Nikolai in his testimony, Dmitry’s nose was finally broken and they went to the hospital. In the evening, Chichkin decided to talk with Mamonov.
“Chichkin knocked on the door leaf of Mamonov’s apartment with his hand, kicked him three times, shouted for Mamonov to leave the apartment and see what he had done with his friend. He did not express any threats of murder or violence. Nobody opened the door. He left the vestibule to the landing. The door opened, Mamonov came out with a gun in his hand. He got scared, closed the vestibule door and began to hold it together with Dmitry. On the other side the door was knocked out and Mamonov intentionally hit him with a gun barrel in the eye. After that, he lost consciousness. I came to my senses at the door of my apartment when Dmitry helped him go, ”the protocol of Chichkin’s interrogation says.
As follows from the materials of the criminal case, as a result of the blow, Nikolai was seriously harmed. He was hospitalized in the Semashko hospital in Serpukhov with a head injury, concussion and bruising around the eye. Subsequently, Chichkin underwent surgery - he had a craniofacial titanium plate inserted. The man turned to law enforcement agencies with a demand to punish the offender.
Criminal case
However, a criminal case against Mamonov, who at the time of the conflict was a deputy of the Obolensky city settlement, was opened only on January 27, 2019. Prior to this, the Investigative Committee refused to open a case three times, explaining this by the absence of a corpus delicti in Mamonov’s actions, since he did not exceed the limits of necessary self-defense (RT rejects decisions to institute criminal proceedings).

On January 1, 2019, Ivan resigned from his parliamentary powers and ceased to be a special subject of law, so when Chichkin once again complained about the inaction of law enforcement officers, the materials for verification were transferred to the police.
As a result, a criminal case was initiated against Mamonov under Part 2 of Art. 111 of the Criminal Code (deliberate infliction of grievous bodily harm with the use of weapons). If Ivan is found guilty, he may face imprisonment for up to ten years.
“The investigator told us that Chichkin got it already: it’s not good if he was beaten and still imprisoned. Therefore, he asked us to remove the evidence that Chichkin had burst into our apartment - so that we would be reconciled, and that he would not accept the statement from Nikolai about the beatings. I did not want to agree, but the lawyer said to listen to the investigator. That is why we are in such a difficult situation, ”said the wife of Ivan Mamonov.
In the main investigative department of the Investigative Committee of Russia in the Moscow Region, RT reported that the case was within the competence of the Ministry of Internal Affairs. The Main Directorate of the Ministry of Internal Affairs of Russia for Moscow Region RT reported that the case was sent to the regional prosecutor's office for verification, in connection with which employees can not comment on the investigation. In turn, the supervisory authority said that until the end of the audit, according to the results of which the case would either be sent for further investigation or transferred to court, they could not discuss the situation.
