15 July 2019Huawei will invest 3.1 billion dollars (equal to 2.75 billion euros) in Italy in the next three years and will create 1,000 direct jobs plus 2,000 of induced. This was stated by the CEO of Huawei Italy, Thomas Miao, number 1 of the Chinese telephone company, during a meeting with the press on the occasion of the sponsorship of the exhibition 'Leonardo never seen' at the Castello Sforzesco.

The Chinese giant present in Italy for 15 years will invest "1.9 billion dollars in the purchase of supplies, 1.2 billion in marketing and operations and 52 million in research and development". According to Miao, the bond between Italy and China is destined to strengthen. "They are two countries that from an economic point of view are well coupled. Italy needs China and China needs Italy: from a commercial point of view I am very optimistic. From now on the two countries will be closer and closer "he said.

Transparent and fair rules for golden power
"We demand transparent, efficient and fair rules for the implementation of golden power on 5G". Thomas Miao, CEO of Huawei Italia, said at a press conference in Milan, after the 5G law decree. In particular, right rules for all suppliers. This golden power is currently limited and applies to nine "non-European" suppliers, but according to Miao the limitations and rules on technology "must not be geographical, this is not fair". The decree should therefore be applied to everyone, including European suppliers, because "technology and infrastructure should be neutral, not linked to geopolitical issues". "5G is very important" - said Thomas Miao - "it should be applied to everyone to be sure from the first day that we have a secure and reliable infrastructure, it is a great need of the country to be ready before the roll out".

Concern about timing
One thing that Miao does not like is that the days to "veto" a government from a supplier have increased from 25 to 165. In particular, Miao has expressed doubts about the new deadlines set by the approved decree of the past few days relating to golden power on 5G. The decree has increased the timeframe for a suitable risk assessment and possible national security breaches from 25 days to a maximum of 165 days. According to Miao, "it should not take so long to approve" agreements between providers and telephone operators. Furthermore, according to the decree, the Government can order the purchasing company and any counterparty to restore the previous situation at its own expense. And anyone who does not comply with the notification obligations is subject to a pecuniary administrative sanction up to twice the value of the transaction and in any case not less than one percent of the same value.

Tensions between the US and China
Thomas Miao, CEO of Huawei Italy, sees no problems with commercial partners in Italy and does not believe that tensions between the United States and China can affect the activity carried out by the Chinese group in our country. "So far we are doing business as usual. We talk to our partners as always," said Miao, responding to those who asked him if the Chinese company was experiencing difficulties in his work in Italy. Speaking on the sidelines of the presentation of a collaboration agreement with the University of Pavia, the manager added "not to think that US-China tensions can affect the activity in our country, because the government has an open and transparent policy that it will not be affected by problems between the United States and China, and also because our society is a very important player, "said Thomas Miao, explaining that on the 5G front" we have a plan A and a plan B: it doesn't matter if we have or not access to suppliers in the United States, we will guarantee the supply (to our partners) on an ongoing basis. " The US has put Huawei and 70 of its affiliates on the blacklist of business entities, which will make it harder for Huawei to buy parts and components from US companies. And just about the black list, Miao says to wait for good news, reiterating that in any case Huawei is ready with its strategies. In any case, Thomas Miao said he hoped that "we can go ahead with plan A, because plan B involves the worst scenario and nobody wants the worst to happen". Remaining in the United States, regarding the press rumors about possible layoffs of the Chinese group in its US centers, Miao said that "there the door is closed" and that instead other jobs could be created in Europe.
