Many of the small-scale hydroelectric power stations in the county have existed for longer than the 20-year-old Environmental Code. But now a lot of work is going on throughout the country to make sure that the small power plants do not jeopardize the aquatic environment. The name of the project is "The national plan for modern environmental conditions" and may mean the end for some of the facilities.

Hydroelectric power plants that do not already have modern permits now have to obtain it. Either you re-examine the existing permit for your business - or apply for a permit with the Land and Environmental Court in cases where it is missing. The owners of the power plants should be able to show that they comply with environmental legislation. A process that can be costly.

- In the event of a rejection, it could mean spending a million on something that doesn't even get lost. After all, it is hugely noticeable for a small business owner with small resources, ”says Karl Jonsson.

Fighting for his plant

Karl Jonsson has a small-scale hydropower plant in Forsliden in Skellefteå municipality. He himself has struggled to maintain his facility. At present he does not have a permit and must build a fishing road next to the power plant's pond. Last spring he presented his building plan in the Land and Environmental Court, but it was not approved.

- If we cannot convince the authorities, there is nothing left but to apply for demolition, says Karl, who appealed the decision.

Karl has also signed up to the national plan for modern environmental conditions. When the case is taken he hopes for positive news. But for others it may mean the end, both for environmental and economic reasons. To pay for consultants and new measurements can be an expensive story that many cannot afford.

"High environmental impact"

Camilla Nordenberg, who is a water manager on the county administrative board, says that she understands that the hydroelectric owners can perceive the requirements as high, but that the small plants also have a large environmental impact.

- To show the consequences of their activities, the necessary investigations must be carried out.
