The mid-term report of the UN Group of Experts on the Central African Republic has been made public. It takes stock of the period coinciding with the first months of the implementation of the Peace Agreement. While all parties continue to express their willingness to implement the agreement, the group of experts questions the willingness of some armed groups to accept the return of state authority.

Some armed groups controlling large parts of the territory have sought " to exploit certain provisions of the Agreement to give legitimacy to their control over certain parts of the territory ". This is the case, for example, with the establishment of Special Joint Security Units whose leaders of armed groups have called for command.

Experts have documented the continuation of arming by some groups. While the latter pledged to end hostilities against civilians , " members of armed groups that have signed the Agreement have committed almost daily human rights and international humanitarian law violations ," the experts write.

The report goes back to the violence of the 3Rs in the region of Paoua which has left at least 32 dead, the biggest attack since February 6th.

To encourage the return of the State, the redeployment of the army in the region has begun but it faces many difficulties. The report notes that the Central African Armed Forces (FACA) are not always allowed by armed groups to patrol, or their bases must be protected by the UN Force Minusca as threatened.
