Russian President Vladimir Putin has signed a package of laws that increase responsibility for violations during technical inspections. Documents published on the official portal of legal information.

The law introduces responsibility not only for issuing inaccurate diagnostic cards, but also for making inaccurate information about vehicle inspection into state information resources.

So, changes concern administrative and criminal liability. In the Code of Administrative Offenses there are paragraphs according to which the issuance of a fake diagnostic card without technical inspection for citizens is punishable by a fine in the amount of 5 to 10 thousand rubles.

A similar violation for officials will result in a fine in the amount of 30-50 thousand rubles, and in the case of legal entities - from 200 to 300 thousand rubles.

The same sanctions are foreseen in the event that data on the passage of the maintenance were entered into the unified automated information system without actually conducting the procedure.

If the inspection is carried out by persons who do not possess the required accreditation, this will entail a fine of 30-50 thousand rubles. for officials and 100-300 thousand rubles. - for legal entities.

Driving a car without a diagnostic card issued in accordance with the established procedure is punishable by a fine of 2 thousand rubles. If driving without technical inspection is fixed two or more times within a day from the moment of the first violation, the penalty will not be applied.

Criminal liability is provided for conducting maintenance without the necessary accreditation. According to the decree, the punishment will be compulsory work for a period of 480 hours or arrest for up to six months. If the violation was committed by a group, then it will be a prison sentence of up to five years.

Earlier, Putin signed a law that introduces mandatory photographic photographs of the car during the passage of technical inspection. In addition, at the same time it was approved to obtain a diagnostic card in electronic form with the electronic signature of the technical expert.

Maxim Kadakov, editor-in-chief of the magazine “Behind the Wheel”, expressed the point of view that any movement to work on the technical inspection is correct.

“The history of technical inspection has been evolving for a dozen years. Corruption is so high there that even now you come to register a car and people who sell insurance right there approach you, ”the expert said in an interview with RT.

The leader of the Motorists' Movement of Russia, Viktor Pokhmelkin, suggested that it was necessary to introduce the responsibility of a vehicle inspection operator in case something happens to a car after the procedure.

“It would be correct if a person passed such a gray inspection and then something happened by the car, and the operator who issued the diagnostic card would respond along with the driver. But for the time being it is impossible to prove the guilt of the technical inspection operator, ”the expert believes.

Ambulance and labor regime

At the same time, the president signed several decrees in contact with the field of road transport. Thus, the president approved a law tightening the punishment for drivers who refused to let ambulances and other emergency services with flashing lights and sirens turned on.

Previously, such a violation was fined 500 rubles. Now the amount of recovery increased to 5,000 rubles. Also provided for the deprivation of a driver's license for a period of three months to one year.

In addition to this, the president signed a law that introduces criminal penalties for obstructing the activities of health care workers, resulting in serious harm to the patient's health. The punishment in this case will be imprisonment for up to two years, forced labor up to two years or a fine of up to 80 thousand rubles.

If the patient has died as a result of these actions, then it will be a question of imprisonment for up to four years. On the contrary, if there is no harm to health, then the violator will get off with a fine in the amount of 4-5 thousand rubles.

The head of the Political Expert Group Konstantin Kalachev, in an interview with RT, noted that the culture of driving behavior on the road is growing, but there are still situations when ambulance hardly makes its way through the stream.

“I think that such a law on punishment for citizens who interfere with medical workers and the passage of ambulances is timely, necessary and useful. Obstruction of ambulance is a threat to human life. Moreover, there were cases when people intentionally hindered the passage. Such people should be responsible, ”said the expert.

At the same time, he noted that it is important to widely disseminate information about this law.

Another document deals with supervision in the field of professional driving. The President of the Russian Federation signed a law introducing administrative responsibility for officials, individual entrepreneurs and legal entities for violating the established work and rest schedule for drivers.

Currently, such a violation provides for administrative responsibility only for the person who drives the vehicle for the carriage of goods and (or) passengers.

The new law introduces an administrative penalty, according to which non-compliance with the norms of rest time will entail a penalty for the driver in the amount of 1.5 thousand to 2 thousand rubles. For officials, the sanction will be from 7 to 10 thousand rubles, and for individual entrepreneurs - from 15 thousand to 25 thousand rubles. If the violator is a legal entity, then the fine will increase to 20-50 thousand rubles.

In addition, increased liability is provided for driving without a tachograph or in violation of the established requirements for its use, except in cases of vehicle breakdown. The fine for drivers will be from 3 to 5 thousand rubles. (now - 1-3 thousand rubles.).

Officials who have allowed cars without a tachograph to the line will receive a fine in the amount of 7 to 10 thousand rubles (now from 5 to 10 thousand rubles). In the case of an IP, the amount of recovery will be from 15 to 25 thousand rubles, for legal entities from 20 to 50 thousand rubles.

The leader of the Russian Motorist Movement, Viktor Pokhmelkin, believes that there is a problem with the driver’s regime, and a system with positive incentives should be built.

“We need to understand why the regime is violated. You must enter an official in each enterprise, which will be responsible for what will happen in the enterprise. Responsibility should be personified, ”the expert concluded.
