The management of the State Traffic Safety Inspectorate of Russia and the Russian Union of Motor Insurers on Friday discussed with the expert community, bloggers and journalists the upcoming changes in the rules for simplified clearance of road accidents without the participation of police officers - the Europrotocol.

Already in autumn, the most “advanced” motorists with the help of specialized mobile applications will be able to significantly simplify for themselves this procedure, to which many drivers still treat with distrust.

RSA Executive Director Yevgeny Ufimtsev, in his speech, noted that the percentage of accidents executed without the participation of police officers is growing rapidly.

Last year, about 2.5 million minor accidents occurred in Russia, of which police officers issued 1.9 million. More than 620,000 resolved themselves with the help of the europrotocol traffic participants themselves. For this, the number of participants in the collision should be no more than two, both drivers should have a CTP policy. At the same time in the accident should not be affected

Ufimtsev believes that already in the coming years, largely due to the autumn amendments and the modified SAR.Europrotok RSA mobile application, the share of accidents executed without the participation of the police will increase to 50%.

From October 1, recalled Ufimtsev, drivers who had an accident, who fill out only the paper form of the Europrotocol, will be able to count on the maximum payment for damages up to 100 thousand rubles. If the damage is greater - up to 400 thousand rubles.

If there is no disagreement among the participants in the accident, then in addition to the paper notice, you will need to download information about the accident through the mobile application "Accident. Europrotocol".

In the case, if the collision participants adhere to different opinions about the incident, they will also be able to arrange everything themselves using a notification and a mobile application, but the maximum payment in this case will not exceed 100 thousand rubles.

In addition, starting November 1, the “Design of Euro-Protocol Online” service will be launched in a pilot mode in Moscow, St. Petersburg, Moscow and Leningrad regions, which will allow motorists through the public services portal and the OSAGO Assistant mobile app developed by themselves to fully issue an accident notification electronic.

You can issue an accident with a limit of payments of up to 400 thousand rubles on the smartphone of one of the participants. The second participant will not necessarily enter their personal data on someone else's device.

Methods for identifying all participants in the accident are discussed. One of the options is a confirmation letter, which will arrive at the mail of the second driver and which will be able to assure all data in this way. However, binding to public services, and hence the presence of an account in this service, in any case will be required. The results of the consideration of the insured event can also be obtained remotely.

According to Ufimtsev, the experiment will last about a year. If the results are successful, the service will be modernized and finalized, and then distributed throughout the entire territory of the Russian Federation.

More difficult is the situation with the design of the euro protocol using the ERA-GLONASS system, which allows the transfer of uncorrectable information about accidents to the automated information system OSAGO. If the car is equipped with a GLONASS receiver, then mutual agreement on the circumstances of the accident during the registration of the euro protocol is not required.

The system itself should transmit collision data, but the meeting participants expressed concern that it is now impossible to verify whether the system recorded the collision itself and transmitted the data.

Theoretically, this should happen automatically, but if in doubt, it is difficult to ascertain this — the operator of the ERA-GLONASS system, if you get in touch with him from the accident site, does not provide such information. Moreover, not all types of GLONASS receivers are able to fix a small collision, which just falls under the europrotocol.

In connection with a number of unresolved issues and a small percentage of GLONASS receivers in vehicles in the PCA, they do not hide the fact that they make the main bet in the development of the europrotocol specifically on mobile applications.

In turn, Deputy Head of the State Traffic Safety Inspectorate of Russia, Vladimir Kuzin, emphasized that the State Traffic Inspectorate, within its competence, actively supports the further improvement of the europrotocol procedure, the development of which significantly reduces the number of congestion that inevitably results from almost any, even the smallest traffic accidents.

In addition, for the registration of minor accidents, traffic police officers, whose staffing numbers have noticeably decreased in recent years and are now less than 90 thousand people, are forced to spend a lot of time and effort.

However, according to Kuzin, the number of minor accidents in recent years has decreased, and significantly. Last year, they recorded about 2.5 million, although in previous years it reached 3.5 million.

The deputy head of the State Traffic Safety Inspectorate of the Russian Federation also noted that if drivers go to the police after a minor accident, then if there are all the necessary conditions for the europrotocol, they carefully explain the procedure for self-registration of the accident. But if motorists after that still want to wait for the arrival of employees, the police will definitely come.

Roughness with the europrotocol is inevitable, - autoexpert Peter Shkumatov commented on the results of the working meeting. - But there is an obvious fact: motorists need to prepare themselves to issue minor accidents. In the coming years, this trend will increase. Yes, there are pitfalls, there are controversial moments, but it is clear that the traffic police and insurers have irrevocably embarked on this path and there is no way back: you need to learn independence. ”
