The White Paper also states that under no circumstances will China use nuclear weapons first.

The document also notes that relations between Moscow and Beijing in the military sphere are at a high level and continue to develop.

Yuri Shvytkin, Deputy Chairman of the State Duma Defense Committee, in an interview with ANF, assessed the prospects for possible military cooperation between the two countries.
