The concept was presented to representatives of the Arab states, Iran, Turkey accredited in Moscow, the "five" of the permanent members of the UN Security Council, the European Union, the Arab League and the BRICS countries.

According to the Foreign Ministry, the principles of phasedness, multilateralism and strict observance of international law, in particular, the UN Charter and resolutions of the Security Council, are based on it.

“The prospective strategic task outlined in the document is the creation in the Gulf region of an integral mechanism of collective security and cooperation with the involvement on an equal basis of all the states of the region,” the ministry said.

Earlier, Russian Deputy Foreign Minister Sergei Ryabkov said that the current situation in the Persian Gulf is fraught with an outbreak of conflict.
