Last minute differences .. Difficult to reach a consensus constitutional declaration in Sudan

Sources told the island that the signing of the Sudanese agreement is difficult after the merger of the constitutional declaration and the political charter.

The sources added that the reduction of the political charter caused the postponement of the signing because it overlooked many issues, such as the issues of peace and displaced people.

The sources stressed that the main points of disagreement over the constitutional declaration is the absolute immunity of the president and members of the sovereign council, where the declaration gave members of the sovereign council immunity from any prosecution in the next three years.

The declaration also states that no cases will be opened against the members of the Council in the courts, which was rejected by the forces of freedom and change in its entirety, and considered it contrary to the draft agreement.

The declaration also speaks of restricting the membership of holders of dual citizenship in the sovereign council and the Council of Ministers, as well as granting powers to the sovereign council to appoint state governors, fueling fears of absolute decentralization.

The sources considered that the incorporation of the Constitutional Declaration and the Political Charter was contrary to the texts of the drafts which had been agreed upon.

It also saw the reduction of the power of the Legislative Council and the transfer of its powers to the sovereign council and the Council of Ministers is incompatible with what was agreed upon under the auspices of mediation.

At the same time, the African and Ethiopian facilitators will meet representatives of the Sudanese Freedom and Change Forces and the Transitional Military Council in Khartoum - each side separately - and then hold a joint meeting on Sunday evening.

Earlier, the gathering of Sudanese professionals announced that, after the JCOMM vacuum from the drafting process, it should be ensured that the draft constitutional declaration and political agreement between the forces of the Declaration of Freedom and Change and the Military Council were "final" and not subject to final signature in its present form.

He pointed out that the documents of the political agreement and the constitutional declaration carried points that the technical committees did not succeed in agreeing on a unified formula, and decided to transfer them to my delegation to negotiate in order to discuss them and resolve the sticking points.

For its part, announced the Sudanese National Consensus Forces Alliance - in a statement - today substantial reservations about the content of the political agreement and the constitutional declaration submitted by the African mediation.

The statement said that the document of the agreement and the constitutional declaration is not commensurate with the establishment of a real transitional civil authority, and aborts the idea of ​​the project of the forces of freedom and change declaration to manage the transitional period.
