The Central African Republic received on Friday 12 July the visit of Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President (outgoing) of the European Commission. She went to the city of Bouar with the President of the Republic Faustin Archange Touadera. One visit was to launch European projects to support the restoration of state authority.

With the renovation of the Leclerc camp and the construction of armories, the launch of army training in the provinces by the EUTM (Training Mission of the European Union) is part of the European projects. 500 new Faca recruits will be trained by the EUTM in the provinces. This is a first, it was only in Bangui so far. On this occasion, the French general Eric Peltier, the new commander who took office on Monday, spoke:

It's first the emotion, the emotion of the European and French officer, that I am, because 22 years ago, here, captain French paratrooper, I left the camp Leclerc. Twenty-two years later, general of a European mission, I participate in its reopening. the second feeling is satisfaction. Satisfaction of a leader who sees his mission enter a new era. As a bearer of hope, this new era is also a real challenge because the launch of this training is an investment for the future. Today we are training Faca of tomorrow. This training must be marked by the seal of exemplarity, guarantee of credibility of this Central African army in reconstruction. It's about getting back to the province. Our action will not stop at Bouar, it must not stop at Bouar. We will continue the redeployment of FACA throughout the Central African territory. Our action fits in the long time by refusing a cost strategy.

The head of European diplomacy Federica Mogherini detailed the objectives of this EU support in CAR :

" All these actions, which constitute a global effort of more than 20 million euros, including 12 million on Bouar, are direct contributions to the effective return of the State. And with regard to the weapons storage capacities awaiting benchmarks, defined by the United Nations Security Council with a view to easing the sanctions regime that applies to the CAR. "

These investments are made within the framework of the political vision of the Central African authorities, as President Touadera recalled: " The restoration of the authority of the State, the creation of a republican and inclusive army, the return of the security through the reconstruction and deployment of defense and security forces remain my priority. The support to Faca and the internal security forces, the realization of the vision of a garrison army remain at the heart of our concerns and our daily actions. This is the message of this visit and today's ceremony. Bouar and the Citadel of Camp Leclerc were a symbol for the country. A symbol of the state. "

Bouar is an important symbolic stone in this country still dominated by armed groups. And where the authorities are trying to regain control little by little.

In Bouar was officially installed the Prefectural Implementation Committee of the region wanted by the peace agreement . With the end of disarmament in the area, it should allow the upcoming launch of special mixed security units.
