The party of the President of Ukraine Vladimir Zelensky "Servant of the People" intends to cooperate in the Verkhovna Rada (BP) with new political forces after the early elections on July 21. This was announced by the head of this political force, Dmitry Razumkov.

“We would like to cooperate with new political forces. Old batches are part of the old system. Our goal is to reboot the system, ”he said in an interview with Novoye Vremya.

At the same time, on June 12, Vladimir Zelensky’s representative in the Rada, Ruslan Stefanchuk, said in an interview with Deutsche Welle that the “Servant of the People” intends to become a single party in order to assume full responsibility for the “people of Ukraine”.

In accordance with the Constitution of Ukraine, according to the results of the elections to the parliament, a coalition of parliamentary factions should be created, numbering more than half of the list of parliament members (at least 226 deputies). It is she who has the right to nominate candidates for the post of prime minister and members of the government. If one of the Rada’s factions receives 226 mandates, it will form the government alone.

According to the public opinion poll of the sociological group “Rating”, published on July 11, 47% of Ukrainians intend to vote for the “Servant of the People”. If the elections to the parliament were held exclusively according to the proportional system, such voter support could promise a number of deputy chairs, close to the figure needed for a government without a coalition of 226 mandates.

However, according to party lists, only half of the legislators are elected. The rest will represent majority districts. Moreover, the majoritarian deputies will be only 199, since voting will not take place on the territory of the DNR and the LC.

Traditionally, in the elections of deputies from districts, the personalities of the candidates themselves and the specifics of specific regions of Ukraine play a significant role. Therefore, high results on party lists do not guarantee at all one party or another of a large representation by districts and vice versa.

According to experts, deputies from the party "Trust in affairs" of the mayors of these cities - Gennady Kernes and Gennady Trukhanov can get from Kharkov and Odessa to the Parliament. Earlier, this political force was united with the “Opposition bloc,” but according to polls, it has no prospect of going to parliament on party lists.

Political analyst Rostislav Ischenko said in an interview with RT that the “Servant of the People” may not receive the coveted control over the Rada. ”

“If this party wins a proportional part, this does not mean that it will definitely win the majority. Especially now the ratings of the "Servant of the People", although uncritically, are falling. Earlier, Zelensky hoped to take the maximum votes for the proportional part - 150-180 deputies, so that he could get a little more for the majority, but now he cannot count on such an outcome, ”the expert noted.

Earlier, Aleksey Antipovich, director of the Rating Sociological Group, announced that support for the “Servant of the People” had fallen.

The fact that the Zelensky party will somehow have to form a coalition, said Mikhail Pogrebinsky, director of the Kiev Center for Political Studies and Conflictology, in an interview with RT.

“The presidential party has no guarantees of obtaining a majority without a coalition with some other political force,” the expert stressed. “I doubt that in the majority districts she can gain the necessary number of mandates.”

Coalition options

Source RT in the party of Petro Poroshenko "European Solidarity" reported that the "Servant of the People" will receive from 140 to 160 seats in parliament. This is not enough to form a majority, since 225 votes are needed, he added.

“I think that Zelensky’s party can first of all unite with Yulia Tymoshenko’s Batkivshchyna. She met with oligarch Igor Kolomoisky several times, and this issue was discussed. Most likely, the coalition will not call the party of Petro Poroshenko. Perhaps, Svyatoslav Vakarchuk's Voice will also join the majority, ”the source said.

As Stefanchuk noted, the “Servant of the People” party is ready for a coalition with such political forces as “Golos” and the party of the former SBU officer Igor Smeshko “Strength and Honor”.

Earlier, the representative of Zelensky did not rule out cooperation with “Batkivshchyna”, although the party of the ex-prime minister of Ukraine does not look like a new political force. At the same time, he opposed the union with the “Opposition Platform - For Life” by Viktor Medvedchuk and Yuriy Boyko. In turn, the speaker of the current Rada and the representative of “European Solidarity” Andrei Parubiy does not see prospects for the union of his party and the “Servant of the People” in parliament.

According to the Rating, in addition to the Servant of the People, four parties are likely to go to the Rada under the proportional system: Opposition Platform For Life (11.6% of Ukrainians who make the choice), European Solidarity (8.2 %), Voice (6.6%) and Batkivshina (6.4%). The rest of the political forces are at risk of not overcoming the 5% barrier.

“Judging by the statements of the president, the closest partners for him are Golos, Strength and Honor and, to some extent, Batkivshchyna,” noted Pogrebinsky. - But “Strength and Honor”, apparently, does not pass to parliament. And the Voice party is on the verge, it may or may not pass. ”

"New Dish"

According to experts, the position of “Batkivschyna” can dramatically increase against the background of the fact that not all the desired allies for Zelensky go to Rada, and the Opposition Platform and European Solidarity, which embody the opposite poles of Ukrainian politics, disappear as partners.

“The influence of Yulia Tymoshenko will be enormous, given the inexperience of the president and his team. And any unwillingness of the “Servant of the People” to closely cooperate with “Batkivshchyna” on key votes and appointments will have a bad effect on the Zelensky rating, ”said a RT source in the Popular Front party.

On July 5, Tymoshenko herself called for the creation of a “coalition of actions” in the Supreme Rada after the new elections. Also, the Ukrainian media found a hint of a future coalition of Instagram photos of the leader of “Batkivschyna”, in which she poses with sausage wrapped in pita bread.

“A mix of tradition and innovation: wrapped a sausage in pita bread. A new dish of Ukrainian politics. Sometimes unexpected combinations give the best result, ”Tymoshenko signed her photo. Recall that earlier Zelensky advised politicians to eat shawarma.

As the source of RT in the “Radical Party” notes, the future coalition in the Verkhovna Rada will certainly be unstable. In particular, the possible cooperation of the Zelensky Party and Vakarchuk's Golos will not be easy.

“Rich entrepreneurs have publicly given money to the Golos party, and they will monitor the work of the parliament. Now imagine a situation where Tymoshenko demands to support one candidate for the post of minister, while Vakarchuk opposes. To whom will Zelensky's people go to ask for votes? To the "Opposition Platform" or to the Poroshenko Party? The work of this parliament will be very difficult and scandalous, ”the source concluded.
