The most important tasks assigned to these committees, according to a guide issued by the Authority, include supervising the performance and evaluation of staff in accordance with the standards set by the Commission, and developing proposals and plans for appointments, promotions, transfers, assignment and secondment, and data on the rights and privileges of employees.

In addition, the Human Resources Authority of Abu Dhabi has issued a guide to organize the work of the human resources committees in the local government bodies, stressing that this guide will contribute to raising the quality of human resources departments to reach the level of leadership. The Authority emphasized that it will update this guide, which applies to government agencies whose employees are subject to the provisions of the law, as necessary, through ongoing review and evaluation of developments, with respect to governance and institutional discipline, with a view to benefiting from them in the modernization process.

According to the manual, the Human Resources Committee is formed by a decision issued by the head of the governmental body, based on the provisions of the law, with a view to ensuring that all human resources activities and procedures are in line with the government's plans, strategy and vision.

It is stated that each government body has the right to form one or more committees, called the Human Resources Committee, consisting of a president and four members (at least) senior officials of that body, one of whom shall be from the Human Resources Department.
