Earlier, Zelensky said that he was not ready for a direct dialogue with Donetsk and Lugansk. At the same time, the Minsk agreements oblige to start such a dialogue.

As member of the Federation Council Igor Morozov noted, Moscow is not mentioned in the Minsk agreements as one of the parties to the conflict, but, on the contrary, is the guarantor of their implementation. At the same time, the implementation of most of the points is in the zone of responsibility of Kiev - this, in particular, is a cease-fire, the withdrawal of heavy weapons, an amnesty, the restoration of socio-economic ties, and the implementation of constitutional reform with decentralization.
