According to the head of government, the new system will take into account individual opportunities, the particular situation of every needy person, including income, state of health, living conditions, family composition and level of education.

“It is important to take into account both incomes and expenses of people in order to avoid a situation where someone, having a decent salary in the gray zone, also receives help from the state,” Medvedev quotes RIA Novosti.

He noted that this system has already been tested in 11 regions and “in general, it is necessary to disseminate this experience throughout the country”.

Earlier, Izvestia reported that the authorities of Tatarstan, Primorsky Krai, the Lipetsk, Ivanovo and Nizhny Novgorod regions sent reports to the Ministry of Labor of Russia in which they supported the adjustment of need criteria.
