The ceiling on rents is back. More than a year and a half after its judgment and thanks to the adoption of the Elan law, this emblematic measure applies again from Monday but only in Paris. Valid only for new tenants

"We did a study last year, specifically on the responsiveness of donors, following the end of the rents: there were 50% more donors who exceeded the maximum allowed," said David Rodrigues. In fact, only tenants of furnished or unfurnished apartments who sign their lease from Monday can claim. The others will have to wait for their renewal of the lease in order to assert it.

Up to 15,000 euros fine

"It was found that there was a strong majority of owners who applied the cap when it was in place," says the specialist. "There's no reason it can not be with the new version," he says. When it is recognized that the owner has not complied with the measure, he is first put on notice, with a period of two months to comply. Otherwise, the prefect imposes an administrative fine of 5,000 euros for a natural person, 15,000 euros for a legal person.
