A document circulating on social networks makes a lot of noise in the DRC. Attributed to the Presidency of the Republic, it would concern the procurement process and the amount of construction of a presidential palace.

This supposed correspondence was signed on June 13 by Désiré-Cashmir Kolongele Eberande, Deputy Director of Cabinet Felix Tshisekedi.

According to the document, he requested from the Directorate-General for Controlling Public Contracts a special authorization to use the procedure of direct agreement for the construction and rehabilitation of the buildings housing the residence and the offices of the President of the Republic to the city of the African Union and the Palace of the Nation.

The palace rehabilitation project is on the table but it is the letter that is being challenged pic.twitter.com/zRT2YhP7sN

Also according to the document, the deal should be awarded to the Democratic Congo High Tech Construction Company, a company that is only about a month old, according to the site of the Single Window of Business Creation (GUCE) . And the work would cost 180 million euros.

#RDC #Governance: What worried civil society is that DCHTC quoted in the (second) letter on work at the nation's palace had registered on May 31 with a capital of $ 23,000 held by a only partner https://t.co/Xr0ZcCX0eI

"It's a towel"

This document is a fake, retorts Deputy Director of Cabinet Felix Tshisekedi. " It's a towel. It's done by people who want to get dirty, "he says.

At the level of the Presidency of the Republic, however, it is confirmed the existence of the project to build a presidential palace. Since 2013, this line appears in the state budget without ever being disbursed.
