The Interstate Aviation Committee (IAC) reported on the preparation of a preliminary report on the accident of the Sukhoi Superjet 100-95B aircraft at Sheremetyevo Airport on May 5, 2019, which resulted in 41 deaths. At the same time, the draft document, consisting of more than 100 pages, was discussed and adopted at a meeting of the technical commission, which included experts from the IAC, representatives of the Federal Air Transport Agency, Aeroflot and JSC Sukhoi Civil Aircraft.

“The preliminary report will be published soon after its final proof-reading reconciliation ... In accordance with international and Russian practice, the report does not indicate the causes of the disaster,” the IAC statement says.

At the same time, on Wednesday, June 5, the document was presented at the meeting, which was attended by the Minister of Transport Evgeny Dietrich, as well as the heads of the Ministry of Industry and Trade, the Ministry of Transport, Rosaviatsia, PJSC "Aeroflot" and PJSC "UAC".

At the meeting, the head of the IAC technical commission to investigate the disaster reported to the head of the Ministry of Transport and a number of members of the government commission on the work done during the month that had passed since the disaster, and also informed about the planned studies.

It is noted that the task of the technical commission was to conduct a field stage at the site of the tragedy, including drawing up charts of an accident, studying fragments of an aircraft, deciphering and analyzing data from onboard and ground-based means of objective monitoring, as well as video recordings of outdoor cameras.

"On the basis of these objective flight means, a complete flight reconstruction was presented with the reproduction of synchronized records of crew talks among themselves and with the dispatching services of Sheremetyevo Airport," explained the IAC.

In addition, the technical commission prepared a report with recommendations for improving flight safety for the aviation industry and air carriers. This document was sent to the Federal Air Transport Agency and the Ministry of Industry and Trade of Russia. In this case, we can expect the preparation of other recommendations based on the results of the investigation.

Recall that on the evening of May 5, the aircraft Aeroflot with the tail number RA-89098, carrying out flight SU-1492 Moscow-Murmansk, returned to Sheremetyevo airport 28 minutes after departure. The airliner made a hard landing, after which the landing gear broke down and a fire occurred. On board the plane were 78 people. 40 passengers and a 22-year-old flight attendant, Maxim Moiseev, became victims of a state of emergency.

On the eve of the Minister of Transport of Russia Yevgeny Dietrich said that more than 286 million rubles had already been paid to the relatives of the dead and injured.

The main versions of the crash are insufficient qualifications of pilots, dispatchers and persons who conducted technical inspection of the aircraft, aircraft malfunction, as well as adverse weather conditions.

Upon the incident, the Investigative Committee opened a criminal case on the grounds of a crime under Part 3 of Art. 263 of the Criminal Code of the Russian Federation (“Violation of the rules of traffic safety and operation of air transport, the death of two or more persons by negligence”).

In addition, Deputy Emergencies Minister Pavel Baryshev on the margins of the international salon "Integrated Safety" spoke about the difficulties that rescuers had in extinguishing the fire of the Sukhoi Superjet 100 aircraft. According to him, was "closed strip".

The accident of the SSJ-100 aircraft at Sheremetyevo Airport identified serious problems in the Russian aviation industry.
