As reported by TASS with reference to the document, the Accounts Chamber points out that the practice of ensuring the openness of the state in Russia is still largely formal in nature, and therefore an appropriate state body is needed.

“There is a long way in the sphere of openness of the state in Russia, primarily in the direction of creating the necessary regulatory framework. However, the practice of enforcement in many respects is of a formal nature, the quality of the processes of ensuring openness remains low. The development of such an area as “open dialogue” as a whole remains at an unsatisfactory level, despite some successes of a decade ago, ”the report says.

To develop the openness of the state in Russia, as noted in the document, it is necessary to create a single body in charge of openness and coordinating work in this area.

"At the same time, it is necessary to take into account the experience of the Open Government, which, due to structural problems, weak institutionalization and the lack of serious powers, could not effectively fulfill the role of such a body," the study says.

In April, the Audit Chamber of Russia published a report stating that the agency had revealed almost 773 billion rubles in violations last year.
