For example, Washington plans to hire contractors who will help "achieve the goals of American policy in the Syrian Arab Republic." Thus, the document notes that Damascus "refuses" to take steps towards a political transition in accordance with the UN resolution and relies on military formations supported by Russia and Iran.

“Damascus refuses to take meaningful steps to ensure the political transition process envisaged by UN Security Council Resolution 2254, and relies on armed formations supported by Russia and Iran to strengthen its security,” the grant said.

Recall that according to the basic principle of the UN Security Council resolution adopted in 2015, the future of Syria should be determined by the Syrian people. The document also states that the Syrians themselves will carry out the political process with the assistance of the UN.

Earlier, the US State Department said that Russia supports the regime of Syrian President Bashar Assad, and called Moscow’s erroneous position.

Meanwhile, the Russian side has repeatedly stressed that it does not support any policy in the Arab Republic and does not violate the provisions of the UN resolution.

“On the issue of Bashar Assad, we have repeatedly stated that we do not support any political figure in Syria. “The Syrian regime continues to push civil society out of the public sphere, where it could function independently of the state, the Baath party and armed groups supported by foreign countries. The version of “civil society”, which is sanctioned by the state, is manifested mainly in the person of the Syrian Development Fund and various humanitarian organizations that do not achieve significant results in terms of bringing the regime to justice, ”the document says.

With the help of such a grant, the United States intends to support the political forces in Syria, which do not obey Damascus, but are ready to demonstrate loyalty to Washington. This opinion was expressed in a conversation with RT by Dmitry Solonnikov, director of the Institute of Contemporary State Development.

“The US allocates funds in various parts of the world to support political projects related to the interests of the State Department. And since Syria has pockets of regional government that focus more on Washington than on Damascus, they will receive these funds, ”said Solonnikov.

Describing the difficult humanitarian situation in the SAR after the hostilities, State Department officials stress that the provinces of Aleppo, Racca and Deir ez-Zor were cleansed of Islamic State terrorists * by the Syrian democratic forces. The US Department of State suggests that contractors in Syria will restore infrastructure in the areas freed from IS, increase the capacity of local government and work with the media. It is also planned to provide financial support to individuals contributing to the political transition.

“To provide financial and technical assistance to specially selected individuals from among those who contribute to the political transition process, including in the form of scholarships and reimbursement of current expenses” is one of the tasks indicated in the document.

Earlier, the US Foreign Ministry planned to hire non-profit organizations to investigate crimes in Syria, including genocide. Washington was willing to spend $ 4.5 million on this. However, it was decided to remove official Damascus from the process.

"Help" in restoring the country after the hostilities of the United States is, apparently, without the consent of the Syrian authorities.
