"It is proposed to assign to state authorities ... the authority to ... assist people in public places intoxicated, including creating ... and organizing the activities of specialized agencies to assist these persons," the message says on the website Federation Council.
It is noted that although in some regions there are similar institutions, the process of their organization is not enshrined in legislation.
In this regard, in each individual region, police officers independently decide the question of where to deliver people who are under the influence of alcohol.
The new bill provides for the possibility of the distribution of these citizens, even without their consent, to specialized institutions for their safety, including the avoidance of hypothermia or any unlawful actions against them.
Earlier, the State Duma approved a draft law on toughening responsibility for "drunk" accidents, as a result of which people were injured or killed.
