The Commissioner for Human Rights in Russia, Tatyana Moskalkova, suggested introducing the post of a specialist in analyzing social networks of students in educational institutions.

“It seems to me that today in schools it is more important to have not a psychologist, but a specialist in work in social networks. Today, we are clearly at hand in the networks — with our aspirations, problems, and unhappiness, ”she says TASS.

According to Moskalkova, a specialist of such a plan will be able to see that a student or student is depressed, maybe alone, or he needs help.

The Ombudsman expressed confidence that such a step would help prevent tragedies like the shooting at Kerch College.

Recall that on October 17, 2018, a 4th year student at the Kerch Polytechnic College, Vladislav Roslyakov, attacked an educational institution. He used several explosive devices and a pump-action rifle. As a result of the tragedy, 21 people died, Roslyakov himself committed suicide.

Moskalkova recalled that after the events in Kerch, the head of Crimea Sergey Aksenov and the children's ombudsman Anna Kuznetsova prepared a package of proposals for working on a legislative initiative to ensure security in educational institutions.

She noted that organizational work on these issues is progressing slowly, but the urgency of the problems remained.

The Human Rights Ombudsman recalled that among the proposals was an increase in the level of school security, a benefit for Rosgvardi’s structures when choosing a security company and the mandatory notification of the educational institution that the student has a weapon permit.

Prevention of crimes and violations

Deputy Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Andrei Svintsov expressed the point of view that the proposed Moskalkova initiative is correct, but its implementation should not be at the school level.

“This will lead to more negative and denial of the educational process. And you need to do at the level of social services of the city or at the level of the Department of Education, ”said the parliamentarian in an interview with RT.

In his opinion, the changes should be introduced at the level of the subject, the city, organizations that should be engaged in the formation of the correct infrastructure, including within educational institutions.

“This is the Department of Education or an additional body that will analyze all social networks of young people, working out some recommendations, by analyzing big data and specific work within social groups or groups in social networks, setting up the hot spots of problem moments,” said the deputy.

At the same time, Svintsov is sure that the main instrument should be the prevention of crimes and offenses. According to the parliamentarian, the hobbies of schoolchildren and students should be translated in the right direction.

"So that according to interests, such vital activity formats were proposed, which eventually reformat them to some positive interests," the deputy concluded.

The head of the National Parent Committee, Irina Volynets, noted that in the event of increased control, students will become more active in using the anonymity factor on the Internet.

“If such a specialist is introduced, the student will be all the more anonymously present, which will complicate control. It is possible to make the account closed ... So that the children are not involved in the criminal community, this measure is not enough, but, of course, this will not hurt, ”Volynets said in an interview with RT. According to her, the proposal of the ombudsman in the Russian Federation should be considered an auxiliary measure.

“As an additional measure, this initiative is taking place. It is necessary to maximally occupy children in extracurricular time, ”she concluded.

According to the head of the Association of Parents' Committees and Communities, Olga Letkova, technical specialists should monitor student accounts.

“We have adopted a number of laws regulating the Internet, special services are developing, they have special equipment, they track special words. This could be the focus of this system, but not of any one warden in the school, ”says Letkova.

"Minimize the possibility of new crimes"

On the eve, Russian Prime Minister Dmitry Medvedev instructed to analyze the requirements for ensuring security in schools after the incident in the Kazan gymnasium.

Recall, on May 13, employees of the Ministry of Internal Affairs of Tatarstan detained a tenth grade student at gymnasium No. 7 in Kazan, who came to school with a pneumatic gun and knife. As a result of the incident no one was hurt.

“We have, unfortunately, another incident at school happened, without serious consequences, but nevertheless, we need to analyze again the requirements that exist: for entering the school, for protection and security,” Medvedev said at a meeting with deputy prime ministers on may 13.

He noted that the Ministry of the Interior is responsible for this, on the one hand, the Ministry of Education, on the other, and in some cases private security structures.

The prime minister said that it is necessary to see “how they work”, since “if such passes are carried out without problems, then something does not work”.
