The FSIN Department for Buryatia explained the appearance of a scandalous music video on which the department officials perform a song advertising the service in the operational units of the FSIN.

The video previously appeared on Instagram of the Buryat Department of the Federal Penitentiary Service, but was removed after the reaction of users, who mostly criticized the video. About a day after the appearance of the record, the department commented on the situation.

“This video is filmed in the framework of a creative competition dedicated to the Day of the operational worker. The purpose of the clip is to promote service in the operational units of the penitentiary system. The used stage image of criminality is not related to specific persons held in prisons, ”the press service of the UFSIN for Buryatia informed RT.

The department also noted that the current employees of the department participated in the shooting of the video.

"He definitely didn't win."

In a two-minute music video, officers in the form of singing and dancing, telling the song about the virtues of the service. The action takes place both near the building of the republican administration, and inside it.

The video subjected to harsh criticism the Commissioner for Human Rights in the Republic of Buryatia Julia Zhambalova. In particular, she was outraged by two scenes - on one of them two employees of the Federal Penitentiary Service spread their hands to a man in a prison uniform, and in the other - another employee aims from a crossbow at an apple mounted on the head of the same “prisoner”.

“It is not clear in the role of actors there employees or hired actors? It is also not clear whether real suspects are there. But we took the video exactly as it was shot and shown, and there are scenes of violence, wringing a person’s hands and so on. And all this against the background of the official building of the Federal Penitentiary Service of Buryatia, state symbols, a portrait of the President of Russia. Supervisors should assess the behavior of employees, and the Federal Penitentiary Service of Russia - the work of the entire administration as a whole, ”Zhambalova told Vostok-Teleinform.

She wonders why you need to attract potential employees to work in the department through such scenes.

"Then it turns out, in the video, they show what they actually do?" This is not entirely correct. I understand that there is a personnel issue, but this is not the way to solve it, ”the ombudsman said.

Day of the operational employee of the penitentiary system is celebrated on May 8.

The press service of the Federal Penitentiary Service of Russia RT added that the competition, to which the video was timed, was all-Russian, but could not be informed about the details of its holding. "This video is not exactly won," - clarified in the board of the department.

“Even staged violence is unacceptable”

Julia Zhambalova already after explanations from the FPS explained to RT that her position remains unchanged.

“Regardless of the format in which it all happened, they were in the workplace, in official form. In any case, for participation in the competition it is clearly not the format, not the methods that should have been used. Even staged violence involving actors, in my opinion, is unacceptable, ”she said.

Zhambalova could not answer the question of whether, after her appeal to the FSIN and the prosecutor's office, to punish the employees who participated in the filming of the video.

“I will not say anything now for the prosecutor’s office and the FSIN, but I hope that henceforth we will not observe anything like this in our region or in others,” the ombudsman added.

According to her, about 26% of all appeals to her are related to the work of the republican FSIN and she has a well-established collaboration with government officials.

A member of the presidential Human Rights Council, Alexander Brod, believes that the authors of the video are not worthy of working at the FPS.

“I will draw the attention of colleagues on the advice of this situation. We will send an appeal to the FSIN to conduct an audit. Must connect local human rights defenders. Those who allow such degrading treatment of convicts, I believe, are incompetent and should not work in the system, ”Brod said on the air of“ HCH ”.
