"Struggle on all fronts": why the Rada deputies delay the inauguration of Zelensky

President-elect of Ukraine Vladimir Zelensky accused the deputies of the Verkhovna Rada of sabotaging his inauguration and called them liars.

“Remember the names of the deputies of this convocation and draw conclusions at the next parliamentary elections. Let's make them together, ”wrote Zelensky to Facebook.

He also quoted the speaker of the Ukrainian parliament Andriy Parubiy: "We promise you that on May 14 we will precisely set the date of inauguration."

“Lies of petty scammers.” Verkhovna Rada of Ukraine - abbreviated VRU. VRU is their life motto, ”the former showman noted.

Recall that at the moment in the Ukrainian parliament there are more than six draft decisions on the date of inauguration, which indicate completely different dates - from May 17 to June 1. As Zelensky noted in his message, it was expected that on May 14, the Rada should have sent these documents for examination and selected a specific day. However, the first deputy head of the Rada Rules Committee, Pavel Pinzenik, said that consideration of projects by the date of inauguration was postponed to May 15.

Earlier, one of Zelensky’s political advisers, Dmitry Razumkov, said that the inauguration should be held on May 19 to avoid traffic jams in Kiev.

“We are well aware that any events, visits of foreign guests are restrictions on moving around Kiev. If we are talking about the day of inauguration - this is actually a complete transport collapse of the central part of the city, because everything will be blocked. In order to minimize such a negative effect, Vladimir Alexandrovich proposes to hold it on the first day off, and in fact it is the 19th number, ”he said on the talk show“ Freedom of Speech ”.

However, Parliament deputies want Zelensky to take office after the 27th, which will deprive the president of the opportunity to dissolve parliament and call early elections.

“There’s no consensus on when the inauguration is due. The Petro Poroshenko Bloc and the Popular Front are categorically opposed to the May 19 date. An alternative date is now being considered - May 28, and as a compromise they offer May 20. For example, “Self-help” believes that Zelensky should be given a chance to dissolve the Rada. Negotiations are underway, and the parliament should preliminarily consider this issue at a meeting on Thursday. But there are no guarantees that they will not be transferred again, ”a source from the Batkivshchyna party told RT.

The situation was further aggravated by the sudden resignation of the head of the Constitutional Court of Ukraine Stanislav Shevchuk, about which, with reference to informed sources, was reported by a number of local media.

According to a RT source in the Popular Front party, the pro-government deputies are doing everything to prevent Vladimir Zelensky from even the slightest chance to dissolve parliament.

“The fight goes on all fronts. For example, judges of the Constitutional Court unexpectedly expressed their distrust of their head Stanislav Shevchuk. But it is the president of the Constitutional Court that plays an important role during the inauguration of the president. It is he who gives the new head of state the publication of the Constitution in which he takes the oath. Even if the date of the inauguration is agreed upon, problems can begin. There will be just no one to carry out the procedure, ”says a RT source in the Popular Front party.

Meanwhile, the current president of Ukraine Petro Poroshenko claims that he is interested in the early entry of Vladimir Zelensky into the post.

“I’m interested in the parliament deciding on the date of inauguration as soon as possible, and from my side there will be only support ... for Mr. Zelensky’s speedy entry into office,” Interfax-Ukraine quoted as saying.

However, representatives of the political circles of Ukraine believe that the discrepancy between the words and the case can lead to negative consequences for Poroshenko.

“Parliament is playing with fire. Vladimir Zelensky has a high rating, and he can lead people to the streets. He understands this very well, which is why he makes such loud statements. Deputies can discredit themselves, and then the rating of “Petro Poroshenko Bloc” finally collapses. In the eyes of the Ukrainians, it is Poroshenko who is to blame for the fact that Zelensky cannot take up his duties, ”a representative of the Self-help party commented on the situation in an interview with RT.

Recall that Zelensky previously called for the “deputies of the Verkhovna Rada shaking for their mandates” not to delay determining the date of inauguration, since Poroshenko, meanwhile, performs “irreversible actions”: he appoints Supreme Court judges, distributes generals and state awards.

Shortly thereafter, Zelensky’s adviser, ex-finance minister Oleksandr Danyluk, announced that the “odious decisions” that Poroshenko has taken in recent days as the Ukrainian leader will be revised. In particular, it is planned to restart the recruitment and certification of judges.

In addition, Zelensky intends to reform the Security Service of Ukraine, to eliminate the Tax Police, to carry out a number of changes in the anti-corruption bodies.

The RT source in the Radical Party noted that, in Zelensky’s entourage, there is still no consensus on whether Rada should be dissolved and early elections be held, but the corresponding draft document has already been prepared.

“He needs to do this while his rating is still high, and try to hold the maximum number of deputies loyal to him to parliament. Indeed, in the half year remaining before the election, the support of the new president and his party may fall to a minimum. After all, this Rada is not going to make and support the decisions that Zelensky needs so much, ”the RT source in the Radical Party emphasized.

Most of the people's deputies are confident that if we meet Zelensky’s direction and really set the date he asks for, then he will take the chance to dissolve the parliament.

Member of the Council on Interethnic Relations under the President of Russia, Bohdan Bezpalko, in an interview with RT stressed that it is important for Zelensky to dissolve the Verkhovna Rada, because in this case he can declare an early vote and thus transform his result in the presidential elections into the success of those parties, movements and the forces that support him in parliament.

“If he manages to form the Verkhovna Rada loyal to himself, he will, together with these forces, fully manage the political situation in the country. However, if he fails to do this, the parliament will block all his undertakings and actions, and this will sooner or later end with either the Zelensky uprising or the dissolution of the parliament, ”Bezpalko predicts.

Most likely, this situation will lead to the fact that the Ukrainian society will see in Zelensky a weak president who cannot control the parliament and come to a compromise with the deputies, the expert concluded.

However, the director of the Kiev Center for Political Studies and Conflictology, Mikhail Pogrebinsky, doubts that the inauguration of the inauguration may occur.

“The Verkhovna Rada with such actions really turns voters against themselves. Voters are on the side of Zelensky, more recently, 73 percent of Ukrainians voted for him, ”he recalled.

The expert considers a possible failure of inauguration unlikely.

“The Verkhovna Rada, of course, does not like the behavior of the elected president, but there is no choice - they will vote anyway,” Pogrebinsky believes.
