The Department of Human Resources of the Government of Dubai has announced that the new Human Resources Law, which will come into effect tomorrow, has introduced material to promote Emiratisation, most notably the prioritization of Emiratisation in the Emirate of Dubai and the commitment of departments to develop resettlement and resettlement plans, And provide them with field training.

The Chamber confirmed that the new law addresses the issue of Emiratisation in a more detailed manner, compared to Law No. (27) of 2006 and its amendments, which did not specify a chapter on resettlement and did not address many of the issues related to it.

The law gave priority to holding government posts for citizens who performed national service and expressly stated that if a candidate for a vacant position needed a specific training, he would be given the necessary training to enable him to hold the post with high efficiency.

The department explained that the law requires government agencies to prepare an integrated plan for resettlement and replacement, including programs for the rehabilitation of citizens.

The law called on government agencies to sponsor graduates of public secondary schools by enabling them to study the professional or technical specialties they need, and in accordance with the nature of their work. Of 21 years. The contract shall specify the rights and obligations of both parties throughout the duration of the study or training, provided that there is no condition in the contract that contravenes what is stipulated in the law, provided that the government agency pays a monthly stipend to the student. No way. It shall not be deducted from his salary if he is appointed by the Department after the completion of the study or training.

Upon graduation or training, the student or apprentice must commit himself to work with the government agency that provided him with care. In case of non-compliance, the expenses, expenses and amounts spent on education and training shall be reimbursed, except for the monthly bonus, which is considered a grant and may not be refunded.

In the event that the student does not obtain the required academic qualification, due to negligence or because of conditions beyond his control, his obligation to return the amounts spent on his study is due to the sponsor after consideration of the reasons for not completing the study, acceptance or non-acceptance. If the Chamber decides not to accept excuses, the student will be obliged to return the money (excluding the monthly bonus).

The law stipulates that the governmental body shall establish an internal regulation on the care of high school graduates, which shall deal with the detailed provisions in this regard, and the bases and conditions on which students are to be sponsored, including the monthly remuneration paid to them.
