Klimkin noted that the Ukrainians have become one of the most "unfortunate" nations in the world.

“It's a shame, but today there is every reason to be considered such because of external influence,” Klimkin wrote on his Facebook page.

Among such external factors, he singled out the Russian “aggression” in the Donbas and the Crimea, the Soviet legacy, as well as corruption, economic problems and the disaster in Chernobyl.

The UN rating is formed annually on the basis of six criteria: GDP per capita, social support, life expectancy, freedom of citizens to make vital decisions independently, generosity and attitude to corruption.

Russia ranked 68th.

Earlier, Klimkin called for sectoral and economic sanctions against Russia.
