The project proposes to introduce sanctions against the Russians and citizens of other countries who support the regime of the current president of Venezuela, Nicolas Maduro. In particular, we are talking about a ban on entry into the United States.

The text mentions joint exercises of Russia and Venezuela in December 2018 using Tu-160 bombers. It also says that Moscow provides loans to the Venezuelan state oil and gas company PDVSA.
