The text mentions joint exercises of Russia and Venezuela in December 2018 using Tu-160 bombers. It also says that Moscow provides loans to the Venezuelan state oil and gas company PDVSA.
The author of the bill was a member of the House of Representatives from the Democratic Party, Debbie Wasserman-Schulz.
