Dubai Municipality reported that it would treat electronic tobacco products by treating traditional tobacco products themselves, in terms of monitoring the places where they are banned and used.

"The municipality does not register tobacco products, traditional or electronic, but these products and related goods are licensed by the Emirates Standards and Metrology Authority (ESMA)," said Dr. Naseem Mohammed Rafie, Acting Director of Health and Safety at Dubai Municipality. The municipality's role is to regulate smoking in the designated places, as well as to monitor the sale and circulation of tobacco and its products and related goods.

However, the UAE, represented by the Emirates Standards and Metrology Authority (ESMA), has recently adopted the mandatory standard No. UAE.S 5030 for the regulation of nicotine products, Which aims to support efforts to reduce smoking, combat diseases resulting from it, and regulate the circulation of electronic cigarette products in the markets and outlets of the country, in coordination with the competent authorities in each emirate.

She pointed out that the «specifications» obligate companies and manufacturers to this standard, in addition to obtaining the certificate of conformity for these products, before the supply to the market, confirming that obtaining a certificate of conformity is important, to prevent the random circulation of these products without restrictions or controls, Used in these products, to avoid the addition of any banned substances, can pose a public health hazard.

She explained that specialists in the municipality will monitor any violation related to smoking electronic cigarettes in public places, they will take the measures adopted by the municipality.

She pointed out that the executive regulation of Federal Law No. (15) for the year 2009 on tobacco control has specified the public places where smoking is prohibited, except for the authorized places and meeting the conditions stipulated in these regulations. The Municipality, through its monitoring programs, On the premises and premises of the sale of tobacco and its products and related goods, including electronic tobacco products, to ensure compliance with the approved regulations and conditions.

The Dubai Municipality has issued a guide to regulate smoking in public places, where the fines and penalties related thereto, stating that the fine for smoking in unauthorized places amounts to 1000 dirhams, while the fine for violating the conditions for places to smoke 2000 dirhams.

The Executive Regulation of Federal Law No. 15 of 2009 on tobacco control in public places where smoking is prohibited, namely public and private educational institutions such as schools and universities, scientific and training institutes and their accessories, places of worship and their accessories, health and pharmaceutical facilities, The means of transport, the means of transportation of foodstuffs, medicines, health products, etc., and the means and vehicles for the transport of petroleum products and waste. Chemicals and their derivatives, and any other inflammable substances, and shopping centers, other than those permitted and satisfying the conditions set forth in the annex to the resolution, restaurants other than authorized places meeting the conditions set forth in the annex to the resolution, entertainment venues, theaters, cinemas and the like, Industrial, fuel and gas filling and distribution stations and accessories, and any other places approved by the competent authority shall not conflict with the provisions of the law and the resolution.
