An official report revealed that the Ministry of Community Development is about to complete the preparation of all the amendments to the draft Federal Law No. 29 of 2006 on the rights of the owners of concern, expected that the draft law will be submitted as amended to the Council of Ministers, next April, to take its legislative session towards recognition and application .

The report also revealed that the Ministry of Community Development, in cooperation with the Ministry of Human Resources and Emiratization, is preparing a review of the national policy for the employment of stakeholders, which will be submitted to the Council of Ministers soon, stressing that there are 10 challenges facing the services provided by the state to the stakeholders, The existence of a unified system of health insurance in hospitals, and centers for the care of owners of concern, and the absence of centers dedicated to the owners of concern, who are over the age of 18 years.

In an official report, the Ministry of Community Development prepared a study to harmonize the draft law on amendments to the Federal Law No. 29 of 2006 on the rights of those with an interest in international agreements on the rights of those with a stake in the country. During the preparation of the draft law, the Ministry took into account the coordination with the concerned authorities, in line with the national policy to enable stakeholders, launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE. He pointed out that this study ensures the flow of the draft law with the international trends, towards the rehabilitation and education of stakeholders, and the provision of various services to them in the context of rights and community, pointing to the existence of cooperation between the Ministry of Community Development and a number of ministries and federal bodies, Resulted in the preparation of a "health services policy for owners of concern", in cooperation with the Ministry of Health and Community Protection, which was submitted to the Council of Ministers, in preparation for adoption of its application.

Regarding the strategy of educating the stakeholders, the report confirmed that there is cooperation between the Ministry and the Ministry of Education in preparing and reviewing the policy of integrating this group into the educational frameworks, pointing out that this policy takes into consideration the empowerment of stakeholders. The importance of educational integration in all its stages and levels, from the age of kindergarten, through the stages of schooling, and higher education in various specialties, with the aim of developing a comprehensive educational system in all its forms, general, professional and higher.

According to the report, there is also cooperation between the Ministry and the Ministry of Human Resources and Emiratization to prepare a review of the national policy for the employment of stakeholders, which will be submitted to the Council of Ministers soon.

The report also revealed that the Ministry of Community Development had submitted a proposal to the Ministry of Human Resources and Emiratization to reduce the number of working hours for parents of those with significant interests, while granting them the right of authorization in the case of caring for their relatives in this category. The report identified 10 challenges facing the services provided by the state to the stakeholders at the health, educational, economic, social, cultural and recreational levels. The first is the absence of a unified health insurance system in hospitals, And the third: the absence of centers dedicated to those who are interested, who are over the age of 18 years, especially that they are not received in government centers, resulting in an enticement S psychological health and their families.

According to the report, the fourth challenge is for parents to pay for the provision of a shadow teacher to their children, who have been integrated into schools, because they need special treatment in education, with an average salary of AED 3,000 per month; . The sixth challenge is that there are no field surveys for stakeholders, through which their actual needs are assessed, compared to the social assistance provided to them, and their value is determined according to the type of disability and their actual needs.

The seventh challenge is not to cover clubs and cultural centers in all regions of the country according to geographical distribution, which leads to the lack of benefit of a group of this category of these centers, or having to move to other areas where these clubs and cultural centers, and the eighth: To the stakeholders in the Sheikh Zayed Housing Program, and the ineffectiveness of the role of the Telecommunications Regulatory Authority and the telecommunications companies in the State in providing appropriate support to those concerned, helping them obtain special services at special prices, and finally, Their needs according to disability.
