The president of the department of Ille-et-Vilaine, the Socialist Jean-Luc Chenut, asked the 12 parliamentarians Bretellians support for his department tests the basic income, a single monthly payment from a merger of minima social. A payment that could be "at least equal to the current amount of the RSA" , or 545 euros.

Eighteen departments

Jean-Luc Chenut is not alone in asking for this test. Ten other presidents of departmental councils have joined forces to submit a bill proposing basic income testing. For Jean-Luc Chenut, these 18 departments "have made the choice to take their responsibilities as leaders in human and territorial solidarities by initiating a reflection on the transformation of our solidarity system which, despite its virtues, is now struggling to to stem the progression of inequalities " .

He goes on to say: "This basic income, which is based on the principles: openness to young people under 25, 25% of whom are currently living below the poverty line; the harmonization of the basic income calculation rules to improve the incentive to work and the unconditionality and automation of the benefit in order to reduce the non-recourse and to allow the taking into account of the real incomes of the people " .

The 18 presidents of departments called on the presidents of the parliamentary groups of the two assemblies to support the experimental project. Senator UDI, Françoise Gatel, did receive the mail from Jean-Luc Chenut. Not sure that she supports him: "This idea of ​​basic income comes from Benoit Hamon who was the Socialist Party candidate for the presidential election. In the current state of the law, it is not possible to set up this basic income. And if this experiment is allowed, it can lead to a generalization to all departments. It could therefore force departments that have not asked for anything to put in place this device .

She continues, "If this idea is so important, why did the socialist government not think about it when it was in power? I am also wondering about the financing of this measure.
