Mikhail Chernikov, head of the State Traffic Safety Inspectorate of Russia, proposed reducing the maximum allowed speed for drivers carrying children by 20 km / h. He made the corresponding statement during the fourth conference “Safe way. Road safety strategy until 2024 ".

“I suggested in the apparatus of the main board: let's reduce the speed of the car in which the driver is transporting the child, by 20 kilometers per hour from the maximum speed. 90 kilometers per hour - you drive at a speed of 70 kilometers per hour, 60 is the limit - you drive at a speed of 40 kilometers per hour, ”RIA Novosti quoted the head of the traffic police.

“What was the answer? How will we administer it? How are we going to punish? Why punish? We will introduce the rule of the road. Why are we going with a trailer - and we have minus 20 kilometers per hour? And we are carrying a child, can not we write minus 20 kilometers per hour? ”Said Chernikov. He called for a corresponding change in traffic rules.

“Because the rules of the road all open. If it is written that the child needs to be carried at a speed of minus 20 kilometers per hour, let the consciousness even begin with this, ”the head of the traffic police concluded.

It clarifies the Tass, Chernikov suggested that the initiative may not receive support, but it should still be implemented.

“We will add this to the traffic regulations. We have many opponents of changes in traffic rules, but this is one of the subtleties, and it is needed, ”the agency cites a fragment of Chernikov’s speech. He also expressed the opinion that special signs should be glued on cars carrying children.

“If it is recorded in the SDA that such a sticker is obligatory, it would be good, it is not necessary to administer it, write out fines, but a warning can be made,” said the head of the State Traffic Inspectorate.

Control issue

Along with other initiatives for the safe transportation of children, the measure proposed by Chernikov is quite timely, said RT head of the National Parental Committee Irina Volynets.

She agreed on the need to limit speed in group shipments. Volynets mentioned the importance of head-on speed when two cars collide.

“That is, if a collision occurs suddenly, the speed of the vehicles is summed up. It is understood that we will not reduce the speed for all road users, but thanks to the initiative, the counter speed will still be 20 kilometers per hour lower, ”she said.

At the same time, for private cars, the initiative can cause inconvenience, since motorists with children will have to go slower than the flow, the expert noted.

Dmitry Klevtsov, Vice-President of the Federation of Car Owners of Russia (PAR), believes that such innovations are difficult to administer under current conditions. In an interview with RT, the expert drew attention to the fact that about 80% of speeding fines are now being written out using cameras.

However, the traffic police announced plans to exempt employees from the office work and transfer them to the service on the roads. This was stated by Deputy Interior Minister Colonel-General Alexander Gorovoy.

Penalties for exceeding

Earlier, the traffic police issued another measure aimed at regulating speed limits. On April 10, the deputy head of the traffic police, Oleg Ponarin, said that the department was proposing to increase the penalty for speeding by a factor of 20-40 km / h six times.

Currently, a violation in the amount of 500 rubles is foreseen for this violation, in case of adoption of the measures proposed by the traffic police, the penalty will increase to 3,000 rubles.

The traffic police believe that the introduction of such a measure should prevent an increase in the number of accidents associated with violation of the speed limit.

The department also proposed to deprive persons who repeatedly violate the speed limit, the opportunity to pay a fine with a 50 percent discount.

In addition, the traffic police were in favor of imposing administrative responsibility for speeding at 10–20 km / h. Currently, the non-fine threshold is equal to speeding by 20 km / h.
