As indicated in the explanatory note to the document, the existing measures do not solve the problem of gas explosions in residential buildings associated with the human factor.
According to the authors of the project, the automated control system allows "to automatically shut off the gas supply to the gas equipment, open the emergency ventilation hatches or enable additional ventilation."
"Thus, the explosion of domestic gas is prevented and the emergency dispatch service can take timely measures aimed at eliminating the cause of the high concentration of domestic gas that can save many lives as a result," the note says.
The authors of the bill are deputies Sergey Mironov, Galina Khovanskaya, Oleg Nilov, Mikhail Emelyanov and Irina Guseva.
